Granting Grade. II, I, Spl Grade promotion to Drivers

             We beg to lay down the following few lines for favor of your kind perusal, sympathetic consideration and favorable action please.                                                                                                       
             1)This union regrets to inform that the Circle Gradation Lists ( CGL) of Drivers has not been properly maintained by most of the circles. Due to the improper maintenance of CGL, due promotion to Drivers at regular intervals has not been granted to many drivers who have completed more than 20 years of service. For example, one driver, who entered into service as cleaner cadre and his service confirmed on 01.02.1985 in Tamilnadu Circle who joined our Department on 02.04.1990  was granted Grade II Promotion on 08.11.1996 i.e., after the completion of only six years of service. Whereas other two drivers in the same Tamilnadu Circle who joined on 05.04.1982 and 13.09.1982 have got their Grade II promotion only on 06.02.2008 i.e., after the completion of 26 years of service. It is not known what kind of yardstick is being followed in granting promotion to the driver cadre. (Had ACP scheme was made available to the driver cadre, the two officials could have got two financial upgradations easily without any hitch.)             
 2)     In the Circle Gradation List (CGL) of Tamilnadu Circle for the year 2009, the name of Shri N. Ramasamy, Driver ( Special Grade) of Karaikudi Division under Tamilnadu Circle was shown in the list of Special Grade Drivers though  the official expired in the year 2005. Had his name was deleted at an appropriate time in the CGL, many eligible drivers could have got the promotion of Special Grade, Grade I and    Grade II promotions step by step. 
3)    The eligibility criteria was erroneously  followed by the administration while implementing the above said order and promoting the applicants to Grade II as well as Grade I and Spl Grade on the basis of their length of service.  It is, thus, evident from the above said fact that the Driver cadre is not following unfair means in getting the promotion.  The administration is also quite aware what they are doing wrong.  It does mean that the administration knowingly and unknowingly gave promotion to the Driver cadre by violating rules. 

4)       It is pitiable to note that in Tamilnadu Circle, as on 08.11.1996 many vacancies in Grade II, Grade I and Special grade were kept unfilled despite availability of eligible candidates.

4)        The DOPT order OM No.43019/54/96 Estt(D) dt 15.02.2001 and another order of the same DOPT   OM No.22011/1/2011 Estt(D) dt 11.03.2011 have not been properly implemented. This union requests the Department to implement the above orders and grant Grade II & Grade I and Spl Grade  promotion to drivers with retrospective effect from 08.11.1996, so that even retired drivers who have not been granted any promotion during their entire  service can get at least now.                                                                                                                                               
5)       At this juncture, it is to point out that the date of entry into Driver cadre alone should be taken into consideration for promotion.


6)      Meanwhile, it is a matter of great regret to note that even though 2 representations on Lr.
No. AIAPDA / CHQ- 17 /2011 dated 28.05.2011 and. Lr. No. AIAPDA / CHQ- 28 /2011 dated 12.11.2011 requesting the administration to implement the order of the reference first cited, I have not yet received any response.                 
             Therefore, I request that necessary orders may be issued to accord promotion to the drivers taking into consideration of their entry into service, after rectifying the defects found in the CGL.
