             We beg to lay down the following few lines for favor of your kind perusal, sympathetic consideration and favorable action please.                                                                                                       
             1)This union regrets to inform that the Circle Gradation Lists ( CGL) of Drivers has not been properly maintained by most of the circles. Due to the improper maintenance of CGL, due promotion to Drivers at regular intervals has not been granted to many drivers who have completed more than 20 years of service. For example, one driver, who entered into service as cleaner cadre and his service confirmed on 01.02.1985 in Tamilnadu Circle who joined our Department on 02.04.1990  was granted Grade II Promotion on 08.11.1996 i.e., after the completion of only six years of service. Whereas other two drivers in the same Tamilnadu Circle who joined on 05.04.1982 and 13.09.1982 have got their Grade II promotion only on 06.02.2008 i.e., after the completion of 26 years of service. It is not known what kind of yardstick is being followed in granting promotion to the driver cadre. (Had ACP scheme was made available to the driver cadre, the two officials could have got two financial upgradations easily without any hitch.)             
 2)     In the Circle Gradation List (CGL) of Tamilnadu Circle for the year 2009, the name of Shri N. Ramasamy, Driver ( Special Grade) of Karaikudi Division under Tamilnadu Circle was shown in the list of Special Grade Drivers though  the official expired in the year 2005. Had his name was deleted at an appropriate time in the CGL, many eligible drivers could have got the promotion of Special Grade, Grade I and    Grade II promotions step by step. 
3)    The eligibility criteria was erroneously  followed by the administration while implementing the above said order and promoting the applicants to Grade II as well as Grade I and Spl Grade on the basis of their length of service.  It is, thus, evident from the above said fact that the Driver cadre is not following unfair means in getting the promotion.  The administration is also quite aware what they are doing wrong.  It does mean that the administration knowingly and unknowingly gave promotion to the Driver cadre by violating rules. 

4)       It is pitiable to note that in Tamilnadu Circle, as on 08.11.1996 many vacancies in Grade II, Grade I and Special grade were kept unfilled despite availability of eligible candidates.

4)        The DOPT order OM No.43019/54/96 Estt(D) dt 15.02.2001 and another order of the same DOPT   OM No.22011/1/2011 Estt(D) dt 11.03.2011 have not been properly implemented. This union requests the Department to implement the above orders and grant Grade II & Grade I and Spl Grade  promotion to drivers with retrospective effect from 08.11.1996, so that even retired drivers who have not been granted any promotion during their entire  service can get at least now.                                                                                                                                               
5)       At this juncture, it is to point out that the date of entry into Driver cadre alone should be taken into consideration for promotion.


6)      Meanwhile, it is a matter of great regret to note that even though 2 representations on Lr.
No. AIAPDA / CHQ- 17 /2011 dated 28.05.2011 and. Lr. No. AIAPDA / CHQ- 28 /2011 dated 12.11.2011 requesting the administration to implement the order of the reference first cited, I have not yet received any response.                 
             Therefore, I request that necessary orders may be issued to accord promotion to the drivers taking into consideration of their entry into service, after rectifying the defects found in the CGL.

Finalization of the MMS Cadre Restructuring Committee report- granting higher pay scale ratio to Master Crafts Man (MCM) MMS

                We beg to lay down the following few lines for favor of your kind perusal

 sympathetic consideration and favorable action please.                                                                                                       

               Master Craftsman in Department of Posts were granted Rs.4500-7000 pay scale by V CPC while in Railways and Defence, they were granted Rs.5000-8000 w.e.f. 1.1.1996..  The problem which cropped us with 5th CPC has been settled with the emergence of 6th CPC. MCM in the Department of Post were availing pay scales equivalent to Railway-MCM until 4th CPC.  But after the down of 5th CPC the equal pay scales has been ceased . After 5th CPC, the Dept. of Post-MCM received the pay range as Rs.4500-7000 , whereas Railways and Defence MCM received the pay range of Rs.5000-8000.
             Aggrieved by this, a demand was raised before the Govt. of India, and it was agreed to refer to the NAC to enhance the pay to PB-2 Rs.9300-34800 + 4200 Grade Pay. Accordingly, the Department of Posts, and the Department of Expenditure issued Gazette Notification by amending the CCS (RP) Rules, 2008 during  july, 2009.
            The revised 4 graded structure on par with Railways was worked out-by Department of Post by distributing ratio between MCM, HS-I, HS-II of Skilled  as 0%, 15% & 15% and 70% respectively. The Department of Posts has granted the  revised  pay scale with effect from 1.1.2006 and also gave exemption for HS-I from Trade Test as one time relaxation.
           It is a matter great regret to note down here that the above order has not been implemented even after a lapse of 16 years. It is, therefore, requested that Hon’ble Secretary may intervene in this matter to get the clearance both from Ministry of Finance and Department of Posts and to issue necessary orders for implementation.

              At the outset, I bring to your kind notice in our Department reimbursement of Driving Licence Fee was granted to our drivers/artisans who are having a valid driving licence. They were also granted one day special CL for performing the said work. For the past one year, the reimbursement of driving license fee renewal has been dispensed with for no reason. Our drivers are driving the vehicle only for the department. For this, the reimbursement of renewal fee is refused.  It is to point out a driving licence is valid for three years. A driver in our Department will renew his driving license 10-12 times in his entire service. Rs 360/- has to be borne by the Department for renewal of driving licence.

            In this connection i am to point out that a huge amount is being spent for imparting training to the postman/pa/ip/asp and sp etc.,. but at the same time no training is being imparted to drivers. on behalf of this union, it is requested to grant the renewal of driving licence fee to the drivers as in the past and to grant two days special cl as per the latest procedure i.e.,  for attending the training class in the driving school for one day and to attend the rto office in person to  get the renewal of driving licence on the next day.

While implementing the 6th CPC recommendations, the DOPT issued some guidelines vide OM No. AB 14017/61/2008-Esst. (RR) dated 24th March, 2009 and formulated minimum eligibility service to get promotion from one grade to next or higher grade pay. (copy enclosed )


            The Department of Posts, the entry level Grade Pay for the Drivers and Artisans  has been  fixed at Rs 1900/-. To be more illustrative, the following tabular column may kindly be taken into account.

The above mentioned order has already been implemented by Indian Railway and Ministry of Defence. (Copy enclosed)   

          Hence it is requested that the benefit of Qualifying Service for Promotion to next grade Pay scheme which was earlier granted to the Drivers and Artisans, shall be restored with all consequential benefits.  Already, the Drivers and Artisans, the poor employees of this department, have heavily by affected with the pay structure of the earlier pay commission and now we are surviving below the poverty line. I hope, that my request for the restoration of benefits under Qualifying Service for Promotion Scheme shall be considered  early  for which act of rendering justice, I shall  ever be grateful.

               Drivers in our Department are eligible to get MACP vide Department’s O.M. No. 35034/3/2008-Estt. (D), dated the 19.05.2009. (Copy enclosed for ready reference).  But many  Circles and divisions  have not implemented the MACP scheme to our eligible MMS Driver and Inspection vehicle drivers.  Due to the non implementation  of MACP scheme, our drivers could not be able to get the financial up gradation under MACP scheme.

              Hence it is requested kindly to instruct the Circle Heads to implement the MACP scheme to our drivers without any delay.
