At the outset, we express our heartfelt congratulations on your elevation as DG(Posts). In your regime we hope that our genuine demands will be settled. In this connection, a memorandum is submitted to the committee for Cadre Restructuring of MMS staff under the Department of Posts.  On behalf of the most affected drivers and artisans in the Department of Posts by the IV, V and VI CPCs, I as a General Secretary put forth the following genuine points to the Honourable Secretary (Posts) for sympathetic consideration and immediate action.

1. RAISING THE EDUCATIONAL QUALIFICATION FOR POSTAL MMS DRIVERS:-
            At present the minimum educational qualification for MMS Drivers has been fixed as Middle Pass. This has been in force since 1982. In respect of Postal Department is concerned, English language is used for communication as well as correspondence. 3rd and 4th CPCs ( Chapter 46 Para 31 in 3rd CPC and Chapter 8 Para 23 in 4th CPC (Annexure I & II) ) in their report have recommended to raise the  minimum educational qualification from Middle Standard Pass to 10+2 Pass. So far this has not been given effect.  More over all the forms such as Mail Lists and Log Sheets etc., are in bilingual i.e., English and Hindi. The vehicles  which have been recently manufactured are having electronic system. So to understand this, the driver must possess a higher qualification. 


So we demand to raise the minimum qualification of drivers from Middle Standard Pass to 10+2  Pass. 6th CPC also in para No.3.8.3.a recommends the following:
“ In future all recruitments in the Central Government would only be in the posts belonging to Group “C” or higher categories carrying minimum qualification as Matriculation or ITI”. In respect of Departments such as Railway and Defence, the minimum educational qualification for drivers has been fixed as Matriculation. But in our department, the old educational qualification (Middle standard Pass) prevails; the same may kindly be modified.           

2. GRANT PAY TO THE POSTAL MMS DRIVERS ON PAR WITH LOK SABAH & RAJYA SABAH DRIVERS           
We the drivers of the Postal Department are termed as Common Category employees. Though we are doing a risky job of conveyance of all kinds of mails, we have been deprived of all kinds of pay benefits because we have been termed as common category employees. The common category employees in the Postal Department like Draftsman, Ferro Printer, EDP staff and Lok Sabah & Rajya Sabah Drivers etc. who were getting the Driver’s pay scale of Rs.950-20-1500 in the Fourth CPC, were upgraded and raised their pay scales to Rs.4000-100-6000 and 2400 Grade pay  in the Fifth and Sixth  CPCs.   While the pay of all the common categories has been increased, the pay of the Drivers alone has been neglected. Though the drivers have been classified as common category employees and the pay structure is same, the drivers of Lok Sabah and Rajya Sabah are getting a different pay and their pay structure is different. We don’t know why this anomaly? When all the drivers are performing a same kind of work, the drivers of Lok Sabah and Rajya Sabah are getting a higher pay. The information got under RTI Act 2005 is enclosed for ready reference.(Annexure III).

3        GRANTING OF INCREMENTS TO THE DRIVERS PERFORMING MAIL EXCHANGING DUTY
            Only in the Metropoliton Cities, mail guards are attached with the mail vans especially for mail exchanging. But in other cities, the MMS drivers are attending to the mail exchanging work in addition to the driving work. 3rd CPC Chapter 23 para 133 clearly depicts the Mail Guard and Head Mail Guard Work. The same is reproduced below for kind perusal.
“Mail Guards and Head Mail Guards.- The Mail Guards and Head Mail Guards are employed in the RMS Transit sections and Mail Offices for work connected with the receipt, custody and dispatch of the closed mails. The duties of Head Mail Guards are, more or less, the same as those of mails guards, the only difference being that Mail Guards carry 50 to 250 bags in transmit sections, while Head Mail Guard carry more than 250 bags”.

The MMS Drivers working in the cities and towns other than metropolitan cities are doing the work of Mail Guards i.e., mail exchanging in addition to the driving work without any remuneration. The prescribed cash handling line limit is Rs.20000/- to Postal Assistant and Rs.12,000/- to Postman.  But, the postal drivers are handling bags containing lakhs of  M.O. Rupees, insured parcels and delivering them safely without escort to the H.Os and S.Os concerned by shouldering the risk of great responsibility. For this the poor drivers have to be compensated financially for the extra work done and shouldering the responsibility. So we demand to grant 6 six advance increments to the drivers performing mail exchanging work in addition to the driving work as in the case of Delhi Police and Railway Drivers who were given Spl. Pay for performing additional clerical work during the implementation of IV CPC.   A copy of the order is enclosed (Annexure IIIa)
       4.   Creation of Supervisory posts in Driver cadre equal to Technical Supervisor (Skilled)
            Only in Driver cadre, the official who joins as Driver will retire as the same Driver. The official who completes 25 years of Service in Driver cadre has to be promoted automatically to the higher grade in the pay scale of V CPC Rs 7450-2250-11500 and may be designated as “Motor Vehicle Transport Supervisor”. In terms of VI CPC, the Grade pay of Rs 4800/- in PB 2 has to be granted to the drivers who have completed 25 years of service. The reason is that if an official retires as Driver, there is no prospect in this. But if a driver retires as Motor Vehicle Transport Supervisor, it will give some sort of satisfaction and dignity in the society.

But we want the following ratio system as well as pay scales of the drivers to be implemented as being followed in Lok Sabah and Rajya Sabah.

Previously the drivers were granted financial up-gradation under ACP scheme. After implementing the same, the ACP scheme was abruptly withdrawn and the monetary benefits granted under the ACP scheme was recovered for the reason that the drivers are having promotions such as Grade II and Grade I etc., But the stenos and other common category staff are enjoying both the benefits of ACP and Grade I & Grade II promotions etc.,  The drivers who are having more than 26 years of service could not get the due promotion due to the present promotional scheme and not following the departmental rules properly. If the percentage of promotion put forth by us is followed, all the officials in driver cadre can get their due promotion without any hitch.
 
6.     All  the  vacant posts to be filled up to avoid unnecessary OTA and   
accident.
            At present there are so many vacant posts in Driver cadre which are being manned by the Contract drivers. Due to heavy shortage of drivers, in some places like Chennai and Mumbai MMS, the departmental drivers are compelled to work on OTA basis even after completion of their schedule work. In order to obey the Orders of the higher ups, our  drivers are performing  the extra work assigned on OTA basis  with much strain and stress. Sometimes our drivers especially in Mumbai MMS are compelled to perform extra work (in addition to the assigned work) which may prolong upto 2400 hours. Again in the next day he has to attend his work as usual.   Only on such occasions, accident occurs which causes loss to the department as well as to the employees. As far as the contract drivers are concerned, responsibility could not be fixed.  In our department more than 15000 vacant posts in PA cadre as well as in all the cadres, vacant posts have been filled up.  Our union requests the Madam to show mercy upon us and to take similar action to fill up the vacant posts in our cadre.

16.   REVISION OF OVER TIME ALLOWANCE (OTA):-
            The present rate of Working day OTA (Rs 15.85 per hour) and the holiday OTA (Rs 21.10 per hour) have been fixed by the IV CPC and our employees are still getting these rates of OTA only. But we are getting the pay as per the recommendations of VI CPC.  It is pitiable to note that only in the Department of Posts, the employees are getting old rate of OTA for the past twenty years. But the rate of OTA has been revised to the employees in the Departments like Railways and Defence etc., during the implementation of V & VI CPC recommendations itself. Copies of orders for revision of OTA in the Department of Railways and Defence are enclosed for ready reference .(Annexure IV). This union requests to revise the OTA rates as done in Railways and Defence.

17.   INCREASING THE EDUCATIONAL QUALIFICATION OF SKILLED ARTISANS IN MMS:
Presently, the minimum educational qualification fixed for Skilled Artisans is  Middle standard  Pass. But in respect of semi skilled artisans, the educational qualification fixed is Matriculation pass. For Supervisory post, i.e., skilled artisan, the educational qualification is Middle standard pass.  Whereas for the post under the skilled artisan is semi skilled artisan. For that post, the educational qualification is Matriculation pass. The semi skilled artisans are working under the control of skilled artisans. Hence it is suggested that the educational qualification in respect of a Supervisory post i.e.,  skilled artisans may kindly be revised as Matriculation with ITI pass.

18.   GRANT EQUAL PAY TO THE SKILLED ARTISANS ON PAR WITH THE SKILLED ARTISANS OF DOORDARSHAN.

In the Department of  Doordarshan, the skilled artisans are being paid Grade pay of Rs 2400/-. Whereas the very same skilled artisans of our Department are paid Grade pay of Rs 1900/-., though the nature of work and the mode of recruitment are same. The posts are said to be identical and are common category posts. But the basic pay is different. It is not known why this difference? It is requested to redress this anomaly and grant equal pay to the skilled artisans of our department on par with the skilled artisans of the Doordarshan. During the implementation of IV CPC recommendations, the pay of the said technical posts of Doordarshan and Defence Departments have been pre revised as Rs.1200-30-1440-1440-EB-1800 and later fixed as 4000-100-6000 during the implementation of V CPC. *Though the new cadre i.e., MCM (Master Crafts Man) was introduced vide Gazette Notification under No. G.S.R.552(E) to Central Civil Services(Revised Pay)Rules, 2008 for the workshop staff (Defence Civilian Employees) and circulated vide Directorate order No. 4-3/2009-PCC dt 05.01.2010, no official has been benefitted in our Department of Posts.

The ratio has not been changed for the last 2 CPCs. Due to this, we have been affected much. Hence We request the administration to revise the ratio as 25% to each grade with effect from 01.01.1996 and below mentioned pay scales to be implemented as being followed in Doordarshan.

20.   SEMI SKILLED TRADESMEN IN MMS UNITS
            The cadre of semi skilled & MMS Cleaner & Group “D” were always on par with postmen/mail guard up to 3rd CPC. This was altered during 4th and 5th CPCs. As per the recommendations, the Postmen/Mail guard were given the higher scale of pay. The relativity got disturbed since then. Hence it is requested that the pay of the semi skilled cleaner and MMS Group “D” should be pre revised to Rs 3200-85-4900 from 01.01.1996 onwards as they are dealing with the works related to the skilled officials.


21.   GRANT OF PAY TO CHARGEHAND ON PAR WITH RAILWAYS & DEFENCE (GP Rs.4600/-):-
            The post of charge hand is the key post in MMS workshops. It is a supervisory post which involves higher responsibilities. This post is a promotional post for the mechanics. The charge hands in the workshops of Indian Railway and Defence are getting the pay scale of Grade I & II  Rs 5000-150-8000 & 5500-175-9000 as per recommendation of V CPC in Paragraph No. 63.302. (and Sixth CPC merged grade I&II and fixed Rs4600 GP). But in our Department of Posts, the Charge hands are getting the grade pay of Rs 2800/-. Whereas our counterparts in Railways and Defence Departments  are getting the Grade pay of Rs 4600/- though the mode of recruitment and the nature of work is same. A copy of the information got under RTI Act 2005 from the Coast Guard Headquarters is enclosed for ready reference .(Annexure VI).  We request the same recommendation should also be made applicable to our charge hands in MMS workshops also. 


22.   NON GRANTING OF FINANCIAL UPGRADATION UNDER ACP II   ( Rs. 5000-150-8000) TO THE SKILLED ARTISANS
            V CPC has recommended to grant the pay Rs 4000-100-6000 at the time of granting  ACP I and Rs 5000-150-8000 for ACP II to the skilled artisans who were getting the pay of  Rs 3050-70-4590. But throughout the country, it is seen that this recommendation has not been given effect. Our officials  have been given only the pay of Rs 4500-125-7000 instead of Rs 5000-150-8000. Due to the non implementation of the recommendation of the CPC, our officials have been put into heavy financial loss. Hence Our union requests the administration to give effect to this V CPC recommendation so that our officials will be benefitted financially.

Finally to sum up, We, the Drivers and Artisans have suffered much since 1996. Hence it is requested to be compassionate in considering and settling our above mentioned genuine demands of the neglected driver cadre.

A kind reference is invited to the earlier memorandum of this union dated 21.02.2012. In continuation of our earlier memorandum, We are submitting this memorandum especially on the allowances of MMS Drivers and Artisans to the Committee for Cadre Restructuring of MMS Staff for kind perusal.

Our Genuine Demands on various allowances which we have been ignored are listed below for sympathetic consideration and early action. Also it is requested to give a chance to our union to appear before the Committee for Cadre Restructuring of MMS Staff for detailing our genuine demands. With a strong hope that we will be given a chance to appear before the committee, we are submitting this memorandum.

1.     CHANGE THE NOMENCLATURE OF ARTISANS  & SEMISKILLED CATEGORY STAFF IN MMS AS TECHNICIANS.
              It is intimated that only in our department, the very old nomenclature i.e., Artisans is being used. Whereas in other Departments like Railways and Defence etc., the artisans are termed as technicians. Hence it is requested to change the nomenclature of Artisans as TECHNICIANS in our Department.
2.      THE DRIVER CADRE MAY BE BROUGHT UNDER TECHNICAL CADRE:
The Drivers are multi skilled workers and are not doing white collar job.   Though the drivers are doing the technical work, they have not been brought under technical cadre. Hence it is requested to bring the Driver Cadre under Technical cadre.  The Drivers  have to be equated with Technicians and Technical Staff, since “Trade Test”  has been introduced for the drivers vide  DOPT Order – OM No. 22036/1/92 Estt. (D) dated 30.11.1993 with effect from 01.08.1993. In the  Employment Exchange itself the Drivers are registered as “Drivers-Technical Cadre”.  But in Govt. of India the drivers are not classified as “Technical Cadre”.   It is also requested to change the anomaly and declare Driver cadre as “Technical Cadre”. (Annexure page no 51-53 )
  
3.     IMPLEMENTATION OF DOPT ORDER BY FIXING MINIMUM QUALIFIYNG SERVICE FOR PROMOTION TO NEXT GRADE PAY FOR MMS DRIVER & ARTISANS.

While implementing 6th CPC recommendations, the DOPT issued some guidelines vide OM No. AB 14017/61/2008-Esst. (RR) dated 24th March, 2009 and formulated minimum eligibility service to get promotion from one grade to next or higher grade pay. Copies of the under mentioned DOPT orders are furnished for ready reference.

4.     Granting Promotion to the Drivers retrospectively w.r.to DOPT orders.
a)     This union regrets to inform that the Circle Gradation Lists of Drivers has not been properly maintained by most of the circles. Due to the improper maintenance of CGL, the promotion to the Drivers at regular intervals has not been granted to many drivers who have completed more than 20 years of service. For example one driver in Tamilnadu Circle who joined the Department on 02.04.1990 was granted Grade II Promotion on 08.11.1996 i.e., after completion of only six years of service. Whereas other two  drivers in the same Tamilnadu Circle who joined 05.04.1982 and 13.09.1982 have got their Grade II promotions on 06.02.2008 i.e., after completion of 26 years of service. It is not known what yardstick is being followed in granting promotions to the driver cadre.  If ACP scheme was available to the driver cadre, the two officials would have got two financial upgradations easily without any hitch.
b)      In the Circle Gradation List of Tamilnadu Circle for the year 2009, the name of Shri N.Ramasamy, Driver ( Special Grade) of Karailkudi Division under Tamilnadu Circle was shown in the list of Special Grade Drivers though  the official expired in the year 2005. If his name was deleted at the appropriate time in the CGL, many eligible officials would have got the promotion of Special Grade, Grade I and Grade II promotions step by step.
c)       It is pitiable to note that in Tamilnadu Circle, as on 08.11.1996 many vacancies in Grade II, Grade I and Special grade  were kept unfilled despite availability of eligible candidates.

The DOPT order OM No.43019/54/96 Estt(D) dt 15.02.2001 and another order of same DOPT order  OM No.22011/1/2011 Estt(D) dt 11.03.2011 have not been properly implemented. This union requests the Department to implement the orders and grant promotion retrospectively from 08.11.1996 based on the order, so that even retired official who have not been granted any promotion during their service can get atleast now i.e., after retirement and also eligible officials will get their due promotion at the appropriate time.                                          (Annexure page no: 51-58 )  

5.     Grant of  Running  Allowance  to Drivers  performing schedule for  100 kms & 160 kms   equal to Railway Drivers.
The officials who perform long schedules covering more than 120kms are to be granted Running Allowance. In Railways, the same allowance is granted to the drivers. But in our Department no such allowance is granted. A copy of the Railway Board Order is enclosed for ready reference. ( RB’s No. E (P&A) II-2005/RS -34 dt 26.12.2008) (Annexure page no: 7-10    )  

6 . Grant of Washing Allowance to the Drivers & Artisans on par with Nurses in Railway Hospitals:

Nurses in Railway Hospitals are given the revised rate of Rs 300/- p.m. as washing allowance. This union requests to grant the same washing allowance to the Drivers and Artisans of our Department. A copy of the Railway Board Order is enclosed for ready reference. ( RB’s No. E (P&A) I-2008/AL/1  dt 6.2.2009)     (Annexure page no: 11& 12  )  

7. Grant of Valuables Handling Allowances to MMS Drivers for conveyance of Cash bag, Stamp bag and other insured articles:


            Various types of bags including A/c bag containing Cash and Stamps, Stamp bag and Insured bags containing examination papers etc., are being conveyed through mail vans. It is not possible to assess the value of the bags and its importance.  The drivers are performing a risky job i.e., conveying the bags whose value could not be assessed.  Such drivers are not given even a single penny as any allowance except Pay. Whereas in our Department, special allowances are granted to the treasurers and cashiers. We also want the Department to recognize our risky job and grant such allowances to the poor drivers also.

7.    Request to insure all the vehicles of Postal Department:

       In the modern era, that too in the busy world any thing may happen on the road. Now a days the number of vehicles is increasing day by day. Even though the road rules are followed strictly, accident may occur due to the negligence by the drivers of other vehicles also. In such cases, the compensation if any ordered by the Court of Law and damages caused to the vehicle due to the accident etc., are recovered from the drivers. In order to avoid this, all the vehicles of our department should be got insured. But in our Postal Department, no vehicle has been insured.  So far, the damages caused to the vehicles of our Department due to the road accidents have been recovered from the Pay of the drivers and sometimes they are compelled to bear the damage expenses. But in D.G. Circular No.92-4/2002-GA (Coord) dt 12.02.2002, the following instruction is reiterated. “The Driver must be in possession of valid license, registration papers and insurance cover
   
So it is requested to insure all the department vehicles as instructed by our DG and to stop the recovery from the drivers. If any such amount is recovered from the drivers, the same may be refunded.                                                                                   (Annexure page no:13-17  )  

9. Grant of Steering Allowance to MMS Drivers.
The Drivers are supposed to be the back bone of our MMS units.  They are  performing ROUND THE CLOCK DUTIES  with tight schedules of 8 hours without any Lunch / Tea Break.  These Drivers are plying Day & Night trips from post offices, Air Ports, Railway Stations and bus stands to the sorting offices, RMS, TMOs and APTMO concerned for dispatch/ receipt of mail bags in the interest of PUBLIC / NATION.
     The nature of duty is arduous and there is no restriction of daily running Kilometers.  The schedules of Mail Motor Service run round the clock and begin and end at the odd hours without any provision of departmental pick up to and fro from their residence. They have to perform the tight schedule within the stipulated time frame without any Lunch / Tea Break. Such drivers are to be compensated atleast financially by the Department. Hence it is requested to grant Rs. 1000/=  ( Rs. One thousand only) per month as steering allowance.
10.GRANTING OF AWARDS AND HONORARIUM  TO THE  DRIVERS WHO HAS NOT COMMITTED ANY ACCIDENT AS IN  RAILWAYS.
        The Railways is granting awards to the drivers to motivate them for their accident free service. But in our Department no such motivation  is done to the drivers for their accident free service.  Railways is granting a certificate of motivation and honorarium to the drivers who have not committed any accident. This union suggests the following to the drivers for their accident free service at three stages.

            It is requested to kindly implement the above proposal of our union to motivate our drivers.   (Annexure page no: 18&19 )
  
11. GRANTING OF BREAKDOWN ALLOWANCE TO MMS ARTISANS.
          In MMS units, the artisans are deputed for breakdown duty. But  no allowance is granted for this extra work. Sometimes after duty hours  the artisans are directed to the breakdown spot to bring the breakdown/accident vehicle from the breakdown/accident spot to the garages.  Many times they are setting right the defects on the spot itself with great risk. It is pitiable that such risky work is not recoginised by our Department. Whereas in Railways, such artisans are paid breakdown allowance. A copy of the Railway Board order is enclosed for ready reference. Our union requests the Department to grant breadown allowance to the artisans of our Department as done in the Railways. (Annexure page no: 20-22  )  

12. GRANTING OF DRIVING LICENSE RENEWAL FEES AND GRANTING SPL CL FOR TWO DAYS FOR DRIVING LICENSE RENEWAL WORK.

At the outset, in our Department reimbursement of Driving  Licence Fee was granted to our drivers/artisans who are having a valid driving licence. They were also granted one day special CL for performing the said work. For the past one year, the reimbursement of driving license  fee renewal has been dispensed with for no reason. Our drivers are driving the vehicle only for the department. For this, the reimbursement of renewal fee is refused.  It is to point out a driving licence is valid for three years. A driver in our department  will renew his driving license 10-12  times in his entire service. Rs 360/- has to be borne by the Department for renewal of driving licence. But in the same Department, so much of amount is utilized for imparting training to the Postman/PA/IP/ASP and SP etc., No training is being imparted to Drivers. On behalf of this union, it is requested to grant the renewal of driving licence fee to the drivers as in the Past and to grant two days special CL as per the latest procedure i.e.,  for attending the training class in the driving school for one day and to attend the RTO office in person to  get the renewal of driving licence on the next day.(Annexure page no: 23-25  )

13. GRANTING OF SPECIAL CASUAL LEAVE  TO ATTEND COURT IN CONNECTION WITH ACCIDENTS BY THE DEPARTMENTAL VEHICLES.

            Our drivers drive the Deptl. Vehicles only for the sake of the Department. If any Accident occurs on the road and if any case is filed against the driver, the official has to be granted Spl.CL to attend the court. But nowadays, the officials alone are directed to attend the court on their own. Hence in this connection it is requested to grant Spl.CL to attend the Court Proceedings.

14. REGULARIZING PAST SERVICE RENDERED AS CASUAL DRIVER (SHORT TERM) ON THE BASIS OF HON’BLE MADRAS HIGH COURT & CAT, MADRAS BENCH.

           Hon'ble CAT, MADRAS BENCH in O.A. No. 790/2008 and Chennai High Court in WP No. 13988/2010 have directed the Department  to regularize the past service of Shri R.Selvaraj, Driver, DMMS O/o the SPOs, Dindigul Division, Dindigul 624001, T.N. As directed the past service rendered by the said official has been regularized. Likewise, the service rendered by the under mentioned officials have been regularized based on the direction of the Hon’ble CAT, Chennai,

15.GRANT OF SPECIAL PAY OR SIX ADVANCE INCREMENTS TO THE DRIVERS WHO DRIVE  BUS & LORRY IN MMS UNITS LIKE  MUMBAI  DELHI, KALCUTTA &CHENNAI ETC.,:-
In our Department the drivers are driving both light and heavy motor vehicle. But as far as pay structure is concerned, there is a common pay for light and heavy vehicles. The pay pertaining to Light motor vehicle driver is given to the drivers who drive heavy vehicle such as Bus @ Lorry.

  Even though there are TWO different Recruitment Rules between the Staff  Car Drivers who drives only LIGHT VEHICLES  and Drivers who drive heavy vehicles (Bus and Lorry etc.,). Though our drivers drive light vehicles, our department wants our driver should be in possession of HEAVY MOTOR VEHICLE DRIVING LICENSE WITH FIRST AID CERTIFICATE and Badge to Drive Light, Medium & Heavy Vehicles. The Govt. of India merged both the cadres as common category.  The job contents of these two types of Drivers are quite different.  The V & VI CPCs have miserably failed to take note of this discrimination in the nature of work performed.  Perhaps the foremost issue is one of the consistent negatios of the constitutional principle  of   EQUAL PAY FOR EQUAL WORK “ stemming from Article 14 & 21of the constitution of India.  Hence in view of the above anomaly, it is requested to enhance the grade pay to our heavy vehicle drivers as Rs 2800/- or grant six advance increments. (Annexure page no: 35-38  )  
     
16.GRANT OF RISK ALLOWANCE OR IMPLEMENT RISK INSURANCE SCHEME TO POSTAL DMMS DRIVERS AND ARTISANS ON PAR WITH RAILWAYS AND DEFENCE.

       The risk allowance is paid to all those engaged in duties involving greater hazards or whose health is liable to be adversely affected progressively over a long period of time because of the particular avocation. In our Department, the order granting of risk allowance to the artisans category is only in paper form. The same has not yet been implemented. In the said order itself, the driver category has been omitted though they perform risky job of driving. It is requested to include the driver cadre in the order and the risk allowance may kindly revise based on the recommendation of VI CPC (A copy of the Railway Board Order is enclosed for reference). Our union also requests the Department to implement Risk Insurance Scheme in lieu of Risk Allowance. (Annexure page no: 39-42  )  

17. REQUEST TO RELAX THE NORMS FOR GRANTING SPLIT DUTY  ALLOWANCE TO MMS DRIVERS & ARTISANS:

  The Drivers of Mail Motor Service performing duties round the clock. The duty begins and ends at odd hours. The drivers are not having the  provision of departmental pick up from the residence in the late night. Some schedules starts at 0100 hrs and end at 0300 hrs.  Such  drivers will have to maintain tight schedules as per the time frame without any lunch break and any kind of break. Hence it is requested to relax the norms relating to Distance for granting Spilt Duty Allowance for Drivers and Artisans of Our Department. (Annexure page no: 43-45  )

19.REVISION OF HONORARIUM PAYABLE TO DRIVERS WHO WERE   
     DRAFTED FOR EXAMINATION DUTY:

At present, in our Department whenever the drivers are drafted for examination duty,they are  paid Honorarium fixed by the 3rd CPC. After that so many Pay Commisions have gone. But the honorarium alone has not been raised. It is requested to pay the revised rate of Honorarium recommended by 6th CPC to our employees like Railways.  A copy of Railway Board Order vide No. E(G)/2004 HOI/15  dt 04.07.2008 is enclosed for ready reference. (Annexure page no: 49-50).  

20. REQUEST TO FILL UP ALL THE VACANT POSTS OF MMS MANAGERS:

At present, many MMS units i.e., 7 to 8 MMS units in all over India are being manned by the SPOs/SSPOs (the non technical officers). Due to this the staff welfare is affected much. Many important technical matters could not be finalized due to the non availability of technical officers i.e., Managers/Sr.Managers. In the modern technology/ Computer, the services of the technical officers is an essential one particularly to the MMS field. Hence it is requested to fill up the all the vacant MMS units with the technical officers so as to get the effective functioning of MMS units in the Department of Posts.

Finally to sum up, We, the Drivers and Artisans have suffered much since 1996. Hence it is requested to be compassionate in considering and settling our above mentioned genuine demands of the neglected Driver and Artisan cadre of our Department.
