Chapter 1
Executive Summary
1.            Introduction
Mail Motor Service (MMS) was started in 1944. MMS is an organization that manages transport services to Department of Posts. It is entrusted with the functions like timely deployment of MMS vehicles for transmission of mails, cash, etc. between various offices, repair/ maintenance of MMS vehicles, procurement of stores requires replacing with worn out accessories/spares, maintenance of Inspection Vehicles, etc. Over the years some functions have been dropped and new ones added. Many changes have come in the roles and responsibilities of Manager and staff working in MMS. There have also been several changes that came about in the structuring and management of other cadres in Department of Posts which has implications on the MMS cadres in terms of recruitment, promotions and career growth. Further, the automobile field scenario is changing fast in many respects. All these necessitated a review and re-structuring of MMS cadres in order to ensure and improve operational efficiency.


A committee (Annexure-1)comprising of following officers was constituted by Secretary, (Posts)1:

The Committee co-opted the services of Shri.L.A.Arshad Khan Manager, MMS, Hyderabad.
1.               Terms of Reference

The Postal Directorate issued the following Terms of Reference2 for the Committee for Restructuring of cadre of MMS. The TOR is at Annexure 2
                               i.            Review of all the Cadres of MMS Staff (Non- Gazetted only), with an objective to give MMS a balanced structure with comparablepromotional avenues to its staff.
                             ii.            Review of eligibility conditions inter alia including educational/ technical qualifications for appointment to various cadres.
                          iii.            Scope of implementation of fast-track promotion to the PAs of MMS.
                           iv.            To consider creation/ abolition of posts in MMS in order to make the recommendations of the committee implementable.

While keeping the above Terms of Reference in view, the Committee members agreed on the following additional framework for the Committee’s deliberations and conclusions:

                               i.            Keep in view the emerging technological changes in the automobile field and resultant enhancement of capacities of MMS Cadres.
                             ii.            Look at the present and proposed cadre restructuring underway in comparable Govt. of India Ministries including Railways andDefence Ministries/s. 
                          iii.            Keep in view the guidelines and framework set by the VI Central Pay Commission (CPC).
2.               Methodology

The Committee members met on several dates 3(Annexure-3) and discussed in detail the different aspects involved in MMS cadre restructuring. Manager MMS, Hyderabad, the Co-opted member apprised the Committee about the current working of the MMS. The concerns /grievances received from various Service Unions, individuals and cadres of MMS were studied in depth.

Committee studied the present recruitment rules (educational qualifications, experience at entry level, etc.) nature of duties, promotional avenues, anomalies, stagnation being experienced by specific cadres compared to similar cadres in the . Comparison in terms of duties and responsibilities, recruitment rules and promotional avenues has been made with reference to other related Central Government s. The cadres entering with the same GP at entry level but having different promotional avenues thereafter were assessed. The Committee also looked at the anomalies arising for certain cadres due to implementation of VI CPC, with a view to recommend ways to address such anomalies and resultant grievances. 
2.            Context of Cadre Restructuring in MMS
1.               Categories of staff in MMS units

There are five (4) technical and five (5) non technical cadres in MMS as listed below:

Technical cadres:
                               i.            Multi Tasking Staff (MTS-Cleaners, Semiskilled Artisans).
                             ii.            Artisans
                          iii.            Technical Supervisor
                           iv.            Technical Postal Assistants

Non- Technical Cadres
                               i.            Multi tasking staff (Office peon, Safaiwala, Waterman, Sweeper etc.)
                             ii.            Drivers.
                          iii.            Postal Assistants
                           iv.            Store Officers
                             v.            Assistant Managers
2.               Brief history and functioning of Mail Motor Service

The list of MMS units in different Circles is given at Annexure 4. The Organizational Structure of MMS is at Annexure 5

Currently MMS is responsible for the following main functions:
                                                       i.            Conveyance of mail bags between Post offices and Railway stations, Air sorting offices, Sea Ports etc.
                                                     ii.            Clearance of letter boxes
                                                  iii.            Conveyance of Cash.
                                                   iv.            Delivery of heavy parcels in some places.]
                                                     v.            Purchase, repair and maintenance of vehicles for the above purpose.
                                                   vi.            Operation of vehicles for Logistic services.
                                                vii.            Bulk mail pickup and delivery for Bulk Mail Centres.
                                              viii.            Operation of vehicles for Speed Post / EPP services.
                                                   ix.            Direct delivery and Pickup bulk mail from bulk mail customers.
                                                     x.            Operating long distance Schedules in place of Railway sections.
                                                   xi.            Cargo Schedules.
                                                xii.            Mobile Post Offices
                                              xiii.            Repairs/Maintenance of Staff cars/Inspection vehicles
3.               Organization structure of Mail Motor Service

Qualified Automobile Engineers designated as Sr. Managers Mail Motor Services are the in-charge of the units at Mumbai, Kolkata, Delhi and Chennai. Qualified Automobile Engineers designated as Managers Mail Motor Services are in-charge of the units of service at Ahmedabad, Bangalore, Ernakulam, Guwahati, Hyderabad, Kanpur, Nagpur, Patna, Pune, Madurai, Coimbatore, Chandigarh and Bhopal. The remaining units are under the control of Sr. Superintendents/Superintendants of Post Offices who exercise the same powers as that of Managers with reference to matters related to the Mail Motor Service.

There are five (5) different sections in MMS namely Administration Section, Accounts Section, Traffic Section, Store Section and Workshop. Sr. Manager/ Manager head the MMS Units, and owe the responsibility for the smooth, efficient functioning of all the Sections. All the Sections in-charges in turn report to the Manager in connection with all the matters related to their respective Sections.

Administration Section: Office Supervisor/Head clerk is in-charge of this section. Office Assistants, Office Peon (MTS) work in this section dealing with administrative matters. All the staff matters, including recruitment, leave granting, transfers, deputation, disciplinary, promotion, legal, and administrative matter is dealt by this section. Monthly regular statements on various subjects, important events, correspondence with CO relating to Parliament questions and other statements, disposal of leave applications of staff of MMS and disposal of RTI applications is dealt by this section.

Accounts Section: Accounts officer/Asst Accounts officer/Sr.Accountant is in-charge of this section. This section deals with the matters related to Maintenance of Service books, Monthly accounts returns, Scrutinizing Medical bills and advances for sanctioning, preparation of Pension papers for onward submission to Director of Accounts, Pay bills preparation, and Processing Vehicle maintenance and repair bills etc. Assistant Accounts officer, Office Assistants and Multi tasking staff are working in this Section headed by Accounts officer.

Traffic Section: Deputy Managers are in-charge of this section in four Metro units, including Delhi, Kolkata, Mumbai and Chennai. In other units Assistant Managers are in-charge of this section. They are responsible for smooth running of Traffic operations. All the traffic operations of MMS Units across the country are computerized and Schedules are being released and closed online. Assistant Managers, Postal Assistants, Drivers, Dispatch riders and Multitasking staff are working in this section. The main functions of this section are ensuring timely running of defined regular  Schedules, maintaining log sheets, preparation of OTA bills and submitting the same to accounts section for further processing, dealing with accidents cases, maintaining records related to drivers’ license  and frequency of preventive maintenance, arrangement of drivers in schedules, etc.

Store Section:  Store officer/Store Keeper is in-charge of Store section. Store keeper, Postal Assistants and Multi Tasking Staff assist in handling all matters related to procurement of Spare parts, Tyres /Tubes  as per the procedure laid down in the Revised Account Procedure (RAP) and floating tenders for procurement and disposals etc, Updating the records like Purchase diary, Issue Register and Stock Register etc. Preparation of bills related to procurement of spares, repairs, Engine oils/lubricants etc for vehicles maintenance. This section is also responsible for disposal of unserviceable stores/condemned vehicles by floating tenders.

Work Shop Section: Technical Supervisor/Charge-Hand is the in-charge of this Section in MMS Units. He is responsible for all technical matters related to maintenance of vehicles. Charge hand, Artisans (Mechanics, painters, upholsters, tyremen, tinsmith etc) along with Multitasking staff assist Technical Supervisor in maintaining and repairing the vehicles.

3.            Cadre wise situation analysis, duties & responsibilities, Issues/ grievances & recommendations
1.               Technical Cadres
1.                 Multi Tasking Staff

The present Multi Tasking Staff (Technical), (Group- C) prior to VI Central Pay Commission (CPC) were designated as Cleaners (Group-D). There were two categories namely Cleaners and Semi- Skilled tradesmen. The Pre –Revised Scale of Pay of feeder Cadre Cleaner was 2550-55-2660-60-3200 (S1) and that of Semi-Skilled tradesmen was Rs. 2650-65-3300-70-4000 (S3) in addition to general Sweeper, Orderly, Chowkidar, Office Peon, etc.

In VI CPC the two unskilled/Cleaner and Semi-Skilled categories were brought under one Scale i.e. (Pre-Revised Rs. 2750-70-3800-75-4400 S4) Rs. 5200-20200 with G.P 1800/- along with general Group-D officials in MMS. Both these unskilled/ Cleaner and Semi-Skilled categories benefitted in VI CPC as they were elevated from S1 and S3 level Pay Scales to S4 level Pay Scale. Both these two categories were designated as MTS in VI CPC along with General Group D officials like Orderly, Chowkidar, Office Peon, etc. With this, the Recruitment Rules have become unsuitable for these two Cadres as they become the feeder Cadre to highly skilled Artisans Grade. Further, VI CPC in Para no.3.83 recommended the following.

“In all future recruitments in the Central Government would only be in the posts belonging to Group-C or higher categories carrying minimum qualifications as Matriculation or ITI.”
1.                  Duties and responsibilities

The following duties are entrusted to the Cleaners (Group- D) now designated as MTS working in MMS Vide Directorate Letter no.50-10/72-PE-I Dt.02-02-1973

                               i.            Cleaning, Washing, Servicing and Greasing of all the Vehicles
     ii.            To check up the water level in the radiator, Engine oil, Gear Oil, Differential Oil, Brake Fluid in Master Cylinder and to top-up.
  iii.            To inflate Tyres, remove the Tyres from the Vehicle, dismantle the tyre from the rim, attend the puncture, reassemble and them fix into the Vehicle.
   iv.            To assist Artisans to carry out minor repairs of first line in nature in the workshop/depot and while attending the break down on the route and also to any other work that is to be assigned by the in-charge of the work shop.
     v.            To check the Petrol/Diesel tank of the Vehicles, issue fuel to the Vehicle and operate the Petrol/Diesel.

At present recruitment to this cadre is being done as per the instructions issued vide Directorate letter no 45-2/2011-SPB-I Dated at New Delhi the 27.1.2011.
2.                  Issues and Grievances

The Committee carefully examined the representations submitted by the various Associations, Unions and individuals. The following suggestions/issues related to this cadre have been put before the Committee:
                               i.            All India RMS & MMS Employees Union Group C, affiliated with NFPE and National Union of RMS & MMS Employees Group C, affiliated with FNPO
a.      Enhance the educational qualifications at the entry level.
b.     The promotional avenue for Cleaners/ MTS may be arrived at based on the Railways and Defence Services Model
c.      Staff side members also suggested giving equal opportunity to Casual labourers /Temporary Status Casual labourers (TSCL) and outsiders at the feeder level recruitment.
                             ii.            Others
a.      Up gradation of Pay Scale to Rs 3200-85-4900(S6) from Rs.2650-65-3300-70-4000 (S3)
b.     GP of Semi-Skilled should be fixed as Rs.2000/- and there after regular promotions in the subsequent GPs should be given at an interval of 5, 5 and 6 years respectively.
c.      Feeder cadre MTS should be granted PB-3 with GP Rs.1900/- and educational qualifications should be enhanced to 10th or ITI.
d.     Those who are in Semi skilled cadre should be placed in PB-3 with GP Rs.2000/-.
e.      While filling up the posts of Artisans, a certain percentage should be prescribed for MTS
Staff side Committee members stated that the MTS (Technical) category of staff undertake risky and arduous nature of work, involving working in polluted and unhygienic environment beside performing very hard physical labour. Due to this nature of duties, staff side members demanded good future promotional prospects to this cadre, besides financial up gradation under MACP. Staff side members suggested enhancing educational qualifications of this category as per VI CPC besides imparting good promotional avenues and future to this Category.
3.                  Discussion

The Committee discussed the issues relating to the MTS (Technical) cadre in detail by keeping in view the proposals received by different Associations, viability, nature of duties, recommendations of VI CPC, responsibilities and anomalies. The Committee unanimously agreed to enhance the existing Educational Qualifications as per the recommendations of CPC stated above and also keeping in view the changing scenario of up-gradation of technology in automobile field. Due to introduction of electronic control system in automotive engines it has become mandatory to check the performance and diagnose the engine with electronic gadgets. To do this technically qualified and knowledgeable technicians are required in this field, to perform the desired tasks. Hence, the Committee is of the view to enhance the present qualifications to 10th Standard + ITI.

The Committee examined and agreed unanimously to enhance the present educational qualifications of MTS.  The Committee is of the view that with up-gradation of Technology, intake in this feeder cadre should be technically qualified people, having sound technical background. These MTS (Technical) personnel can be provided promotional avenues in the cadres of Driver, Artisan and Postal Assistant. Hence, the Committee adopted a method, to open these promotional avenues to the MTS (Technical) cadres. If 50% MTS (Technical) is given opportunity in promotion each, in Driver and Artisan cadre at entry level they will have good promotional avenues and attractive career growth.

It is reported that in Railways and Defence Departments, the Semi-Skilled tradesmen promotion to higher GP is allowed. Staff side requested that similar model may be adopted in Department of Posts for the MTS (Technical) cadres.  This would entail an increase of GP at the entry level.  As this would affect the VI CPC GP hierarchy of Artisans & Drivers, the Committee did not agree for this suggestion.   

Keeping in view the guidelines / frame work of VI CPC and the GP of relevant cadres, the Committee is of the view that some of the suggestions received from other individuals and un-recognized Associations are not viable.
4.                  Recommendations

Keeping the above discussion in view, the Committee recommends the following amendments in recruitment and promotions of MTS (Technical) cadre:

2.                 Artisans

It is highlighted by the Service Associations that Artisan cadre is badly neglected and not having adequate promotional avenues on par with the drivers, though both are joining in the same Pay Band and GP at the entry level. This anomaly in the cadre should be removed by amending the policy of promotion to Artisans on par with driver cadre in Mail Motor Service. This will reduce unrest amongst the Artisan personnel and improve their working efficiency besides maintaining the balance in the organization structure.

At present there are many tradesman categories in the cadre of Artisans. The categories are Mechanic, Tyre-man, Electrician, Blacksmith, Tinsmith, Welder, Carpenter, Painter, Upholster, Turner and Wireman etc. The post of Skilled Artisan is in basic Group-C category in PB-1 with GP of Rs.1900/-.

The Artisans were last categorized vide Directorate order No. 17-4/88-PE-I/PE-II (Pt.I) dated 29-06-1992 following IV CPC recommendations  as  70% of total Artisans  posts are earmarked for Skilled Artisans, 20% as Highly Skilled  Artisans Grade II and 10% as Highly Skilled Artisans Grade I. Ministry of Finance Vide GSR No. 552 (E) Dtd.28th July 2009 has prescribed further re-categorization of Highly Skilled Artisans in the ratio 50:50 and accordingly the revised re-categorization of Highly Skilled Artisans Grade II and Grade I will be reckoned as 15% of total existing posts respectively. The recruitment rule for highly Skilled Artisans for Grade-II and Grade-I have not been framed till now.

The VI CPC recommended creation of new grade of Master Craftsman as an incentive to the highly Skilled Artisans to remain in their own line and to enable Government to retain the highly skilled staff in many critical trades for which there was considerable demand outside.

There are 39 Charge-Hand posts in the MMS units, across the country. Charge-Hands play a very vital role in diagnosing the defects in vehicles before carrying out repairs and to keep the vehicles roadworthy and operate day to day MMS schedules. They are experts in all kinds of repairs/maintenance of vehicles. While in Metro cities MMS Units, in addition to having many posts of Charge Hands, there is also a Technical Supervisor. However, in medium sized MMS units like Hyderabad, Bangalore, Nagpur and Ahmedabad, the Charge-Hand is also in-charge of work shop activities and plays an important role in giving feedback, controlling workshop staff & reporting directly Managers/Sr. Managers relating to all technical matters. Due to meagre strength of Charge-Hands in the Department, only a few senior Artisans were getting promotion to this cadre, that too for a short period before attaining superannuation. After implementation of VI CPC Charge Hand posts pay has become identical with highly Skilled Artisan Grade-I post.

As per existing recruitment rules 33 1/3% Charge-Hand Posts are filled up by Seniority cum fitness from amongst the skilled trade-man having minimum five years service in the grade as on 1st July of the recruiting year in the unit concerned. Remaining 66 2/3% of Posts are filled by selection from skilled Artisans of the unit concerned possessing the requisite qualifications, failing which by Direct Recruitment.
1.                  Duties and responsibilities of Artisans

The Artisans undertake the following duties and responsibilities:
       i.            Diagnose the defects and attend to all type of repairs / maintenance of vehicles,
     ii.            Attend to major assemblies, overhauling, replace worn-out spare parts, check the vehicles before departure on schedule operations,
  iii.            Substitute the vehicle in case of breakdown/accident, inspection of old spare parts, remove them from vehicles and replaced with new,
   iv.            Carry out testing of major assemblies of vehicle like engine, gear box, suspension, overhauling of vehicle and
     v.            Servicing/repair/ maintenance of all electrical assemblies like self starter, alternator, electrical wiring faults etc.
   vi.            Welding work of vehicles requires body repair.
vii.            Engine timing work, dent remove, re-painting of vehicles.
viii.            Adjust engine valve clearance, clutch pedal free play etc. to obtain maximum mileage/ performance from vehicle.
   ix.            Clutch defects of vehicle by removing, repairing, dismantling, and re-assembling major parts of vehicle.
     x.            Carry out brake-test of vehicles after suspension system repair work.
   xi.            Obtain annual fitness certificate from RTA after following prescribed procedure as per MV act 1988.
xii.            Attend any other work assigned to him in the interest of service.

The Charge-Hand is a promotional post for Artisans. He is in charge of workshop or specific Section in the Workshop
2.                  Issues/Grievances
       i.            All India RMS & MMS Employees Union Group C, affiliated with NFPE and National Union of RMS & MMS Employees Group C, affiliated with FNPO
                              a.            Enhance the educational qualifications at the entry level.
                             b.            The promotional avenue for Artisans may be arrived at based on the Railways and Defence Model.
                              c.            In MMS, Department of Posts, there are no well defined and regulated promotional avenues. Therefore many Artisans retire without getting any promotion in their career. Hence the Service Unions sought to extend promotional prospects to all the Artisan of MMS.
                             d.            The existing Charge-Hand post nomenclature may be changed to Master Craftsman (MCM).
                             ii.            Others:
a.      Enhancing Educational Qualifications of the Skilled Artisans in MMS.
b.     Grant of equal pay to the Skilled Artisans on par with Doordarshan, Railways and Defence Departments.
c.      Promotion should be given immediately after attaining the minimum qualifying service as per DOP&T Order. Grant of 35%-30%-20%-15% percentage promotion scheme apart from MACP with revised recruitment rules. Promotions should be considered on par with other s like BARC, Navy, and Railways etc
d.     Grant of Risk allowance to Artisans on par with Defence and Railways. Grant of Split duty allowance to Artisans. Financial up gradation should be given after completion of 10 years service irrespective completed no of service in the present cadre/Grade
e.      Mechanics should not be treated on par with other Artisans as Mechanic job is different from other Artisans and involves higher responsibilities. Hence Mechanic should get higher pay along with heavy vehicle allowance.
f.       Grant of GP Rs.2400/- on par with Computer Operators as Artisans have to utilize electronic gadgets in maintenance of Vehicles.
g.     Non-granting of financial up gradation under MACP to the skilled Artisans. Non Granting of financial up-gradation under MACP-II(Rs.5000-150-8000) to the Skilled Artisans. Removal of anomaly in granting GP in case of Skilled Artisan under MACP by enhancingthe pay scale at entry level from Rs. 3050-4590 (pre- revised) to Rs.3200-4900/-
h.     Change of nomenclature of Artisans as Technicians like Defence and Railways Departments.
i.       Up-grade the GP of Artisans in PB-3 at the entry level on par with Mail Guards and Postmen.
j.       Artisans and Charge-Hand may be allowed entry in the cadre of Technical Supervisor, introducing examination on the lines of PSS Group-B.
k.     Grant of GP to Charge-Hand on par with Railways and Defence Departments (Rs.4600/-).
3.                  Discussion

The Committee carefully examined the suggestions/representations received from various Associations, Unions and individuals. Suggestions that are administratively and operationally viable were accepted and recommended upon by the Committee. Those suggestions beyond the scope of the Committee were not considered.

The Staff side members compared the promotional avenues of the Artisans with Driver category and they discussed anomalies in detail. Though Drivers and Artisans are joining the same PB and GP at the entry level, Drivers enjoy greater promotional opportunities over the same span of time compared Artisans, though the qualifications of Artisans entering in the feeder cadre are higher. The desirable qualification for entry in the Driver Cadre is only 8th standard pass. But in case of Artisans the essential qualifications for entry into the Cadre is 10th with ITI in the respective trade.

Promotional avenues of Circle Cadre Driver/Artisans: The Committee developed a comparative table for the Artisan and Drivers cadre in terms of entry level conditions and promotional avenues thereafter.  The same is indicated at Table below

Though Drivers and Artisans are entering in feeder cadres in same  PB with same GP, due to imbalance in promotional avenues, Artisans are retiring  in the PB-1 with GP of Rs. 2800/-  where as Drivers are retiring in PB-2 with GP of Rs.4200/- at the end of their respective careers. Staff side members in the Committee stressed the need to balance the structure so that both these cadres should earn same promotional avenues.

The staff side members of the Committee further compared the promotions in the Defence and Railways. In Defence Ministry the restructuring of cadre of Artisan staff has been done in modification of Para 3.8.27 of VI CPC. The Defence Ministry made an amendment and restructured the cadre of Artisan staff under Defence Services (Revised pay) Rules, 2008, vide SRO 11 dated 28.08.2009. Based on this, Order no.11 (5) 2009D (Civ-I) dated June, 2010 was issued, enclosed at Annexure No.6.  According to this Order the following is the structure of Promotion in Defence made effective from 01.01.2006.

These two models of Defence and Railways were studied in depth and suitably adapted for restructuring the cadre of Artisans in DOP.

At present there are 474 posts of Skilled Artisans in Mail Motor Service Units of Posts. Out of which 30% (127) are highly Skilled Gr-II and Gr-I. Remaining 70% (297) Posts are Skilled Artisan Posts.

Skilled Artisans in the feeder Cadre are recruited 100% from the Cleaners failing which, by DR. No upper age limit and educational qualifications has been prescribed for Departmental candidates. They should have 4 years of service in the Cadre of MV Cleaner. They are required to qualify in the written test equivalent to Middle School Examination.

Whereas for Direct Recruits as per amendment vide DG P&T letter no.65-6/79/NCG dated “A certificate in the respective trade from any Technical Institution recognized by the Govt. OR VIII Std pass with experience of one year in the respective trade “is needed. The age limit for direct recruits is 18-30 years as on 1st July of the recruiting year.

Due to fast growing technological changes in the automobile Industry, adoption of electronic control system, electronic sensors, diagnosis of electronic instruments, gadgets and maintenance of electro mechanical engines etc., the Skilled Artisans are expected to have sound technical knowledge and qualifications. Therefore, the Committee is of the view that, the educational qualifications for recruitment of Skilled Artisans should be enhanced. It is informed by Staff side members in the Department of Defence and Railways Artisans got better promotional prospects for similar kind of work. Staff side members apprised the Committee that in MMS the Artisans Cadre works in unhygienic and polluted atmosphere and is neglected Cadre with poor promotional avenues. This is resulting in frustration and unhappiness among the Artisans Cadre.

Keeping in view the promotional prospects of similar Cadres in other Central Govt. Departments as discussed above, the Committee is of the view that promotional avenues for Artisan Cadre need to be enhanced by making suitable amendments to the existing recruitment rules. It should also be ensured that this is done on par with Driver Cadre.

The Charge-Hand is a promotional post for Artisans. The VI CPC in Para 7.6.8 recommended the merger of Highly Skilled Artisans Grade I with that of Charge-Hand and placed both the Cadres at in the same GP. At present the Charge-Hand are placed in PB-1 of Rs. 5200-20200/- with GP of Rs. 2800/-. Charge Hands are experts in their related field and they play important role to ensure timely repairs of vehicle. Staff side members apprised that Charge-Hands in the medium sized units are doing the job of Technical Supervisors and are taking the entire responsibility. However, they are not given the suitable PB and GP. The Department of Posts did not agree for enhancement of GP for Charge-Hands. This has created the anomaly.

To set right the injustice meted out to Charge-Hand Cadre, remove the anomaly and to maintain the hierarchy with balanced structure in the Cadre, Staff Side members suggested that all Charge-Hand posts can be surrendered in lieu of creation of some Technical Supervisor posts based on number of Vehicles.

Further, the VI CPC recommended creation of new grade of Master Craftsman as an incentive to the Highly Skilled Artisans to remain in their own line and to enable Government to retain experienced and skilled staff in many critical trades. It is pointed out by Staff side representatives that Master Craftsman designation is available in Railways, in the PB-2 with GP Rs.4200/-. Staff side members insisted to follow the same in MMS and change the designation of Charge-Hands to that of Master Craftsman.

The Committee considered the representations submitted by Unions and Associations and examined the grievances/issues relating to Artisan cadre. The Committee is of the view that suggestions relating to changing of designation of Charge-Hand to Master Craftsman could be considered on par with Ministry of Railways.

To set right the injustice meted out to this Cadre, remove the anomaly and to maintain the hierarchy with balanced structure in the Cadre, Staff Side members suggested that some of the posts can be surrendered in lieu of creation of some Technical Supervisor Posts based on number of Vehicles.

The suggestions received from others (individuals and un-recognized Associations) listed at serial 3.1.2.2 (ii) c, d, e, f, are not considered as they are beyond the scope of the Committee. Further 3.1.2.2 (ii) g, h, i, j, k suggestions are considered and rejected in view of their non viability.

The Committee recommends surrender of 39 Charge-Hand posts in lieu of creating some Technical Supervisor posts in the MMS Units. The basis for creation of the Technical Supervisor post is one Technical Supervisor for every 15-30 Vehicles in the Unit in accordance with the Directorate letter no 50-10/82-PE.I dtd 19-08-1985. The creation of Technical Supervisor Posts is further subject to matching savings through surrendered Charge Hand posts.

In view of the recommendations of Committee on promotional avenues in the cadre of Artisans the additional expenditure involved to revise existing percentage proposed by the Committee works out to Rs.48,14,220/-. This is neutralized by surrendering Seventy Six (76) of the 474 Artisans posts and managing the Work-shops with the remaining 398 posts. Alternately the scope of matching savings through surrendering of other Cadres may be examined at appropriate time.

3.                 Technical Supervisor

Thirteen (13) Technical Supervisor posts available in MMS units and they are in-charge of Workshops. Technical Supervisors are to have minimum 2 Years experience with Degree or Diploma in Mechanical or Automobile Engineering from recognized Institutions. They join in PB-2 Rs.9300-34800/- with GP of Rs.4200/-. They have responsibility for ensuring total preventive maintenance and repairs of the vehicles. There are no promotional avenues to this cadre except MACP. 
1.                  Duties/ Responsibilities

The duties assigned to the Technical supervisor vide dte. letter No. 50-9/78-PE-I dt. 28 Oct. 1979 are furnished below:

Technical Supervisor will be overall in charge of the Workshop/ major overhauling section and other ancillary shops/ maintenance section as the case may be and second in command on technical side to the Managers/Sr. Managers. His specific duties are:

       i.            He will be responsible for proper maintenance and repair of the vehicles and other components.
     ii.            Wherever the Technical Supervisor holds independent charge of a small unit, they are not only responsible for maintenance and repair of vehicles and other components
  iii.            They are also responsible for proper running of the mail/cash schedules, drawl and issue of fuel and stores, maintenance of all records prescribed in the Accounting procedure and submitting of accounts and due returns to the Manager/ Sr. Manager, Head of the Circle as the case may be.
   iv.            Identify the defects in the vehicles/ components, if need by taking road test of vehicle and issue suitable instructions to the Charge-Hands /Artisans.
     v.            Judicially allot the work to the Artisans through Charge-Hand or directly and get the maintenance / repairs carried out effectively and expeditiously with a view to keep the number of off-road vehicles within the prescribed limit. 
   vi.            Running day to day schedules smoothly without any dislocation to the conveyance of mails/ cash /personnel.
vii.            Sanctioning authority for grant of casual leave and recommending authority for Earned leave for the technical staff including Charge-Hands and Cleaners.
viii.            Maintain the Memoranda of Service and write the confidential reports of all the technical staff including Charge-Hands and Cleaners working under him and get them countersigned by Manager/Sr. Manager.
   ix.            Enforce discipline in the Workshop and other ancillary shops.
     x.            Assist the Sr. Manager in all the developmental programme and carry out any other duties entrusted to him by Manager/Sr. Manager in the interest of service.
2.                  Issues/Grievances

Staff side members have pointed that all the Workshops in MMS do not have technically qualified officer as in-charge. They have suggested that all the MMS units should have one Technical Supervisors and Recruitment rules may be got changed according to the requirements.

3.                  Discussion

Technical Supervisor is Circle Cadre post, like all other Supervisory cadres. They are recruited under DR and DP quota earmarked as per recruitment rules. There are no promotional avenues in this cadre.

As per VI CPC there should be at least three promotions for any cadre in the entire career.

In view of the above mentioned multifarious duties and responsibilities assigned to the Technical Supervisor, the Committee is of the view that better promotional avenues should be provided for the Technical Supervisor cadre.

4.                 Technical Postal Assistant

Technical Postal Assistants in MMS were recruited to maintain the Franking Machines, Stamp Cancellation machines and adding listing machines in Post Offices and also Postal Machine Organizations. These posts now lost the importance as Postal machine organizations are scrapped and hardly any machines left for maintenance in the Department. The Postal Machine Organizations are no more functionally active in view of computerisation of Post Offices. The Mechanized Franking machines are also replaced with Electronic Franking Machines and Remotely Managed Franking Machines in Post Offices. Annual Maintenance Contracts (AMCs) take care of the maintenance needs of the Franking Machines.

At present Technical Postal Assistants’ services are being used in Traffic operation in Mail Motor Services. In some Circles they are used as System Administrators after appropriate re-training.

The Committee is of the view that these posts be merged with PA Cadre.

Committee recommends merging the posts of Technical Postal Assistants with Office Assistance Cadre of MMS.

2.               Non Technical Cadres

Non Technical Cadres include Chowkidars, Jamedars, Water Woman, Office Peon, Sweepers and Duftarie, etc. MTS (Non Technical) are recruited as per Directorate Notification vide no.45-/2011-SPB-1 dated the 27th January, 2011.
1.                 Multi Tasking Staff
1.                  Duties and responsibilities

                               i.            Maintenance of Diary/Dispatch/Movement Registers including entry in computer and physical maintenance of records.
                             ii.            Submission of periodical statements of routine nature like absentee statement etc.
                          iii.            Preparation and submission of indents with the approval of Supervisor.
                           iv.            Photocopying and sending of fax messages.
                             v.            Delivery of Dak within and outside building.
                           vi.            Watch and Ward/Care Taker duties, opening and closing of rooms, general cleanliness and upkeep of section/unit/office including dusting of furniture, cleaning of building, rooms, fixtures; upkeep of parks, lawns, potted plants etc.
                        vii.            Other non-clerical work in the section/unit.
                      viii.            Driving of vehicles, if in possession of valid driving license.
                           ix.            Sale of Postage stamps/stationery, Assistance in booking of Registered/ Parcel and Speed Post Articles, Receipt and Dispatch of Mails including preparation of Mail/Registered/ Parcel lists, preparation of delivery lists for registered articles/money orders.
                             x.            Scanning of Speed Post bags/Articles and uploading on the speed net or any other software dealing with the processing of speed post articles or similar other activity.
                           xi.            Assistance in sorting of mails, exchange of mail, letter box clearance etc.
                        xii.            Handling customer enquiries.
2.                  Issues/Grievances
All India RMS & MMS Employees Union Group C, affiliated with NFPE and National Union of RMS & MMS Employees Group C, affiliated with FNPO
                               i.            The issues/grievances of the cadre are being studied by the Cadre Restructuring Committee appointed by the under the Chairmanship of DDG (P). We may await the recommendation of the Committee.
                             ii.            The periodicity of MACP may be reduced to eight years.
                          iii.            MTS (Non Technical) may be allowed to appear for the recruitment of PA, Driver and Artisan posts under DP quota.
3.                  Discussion

The existing MACP is applicable to the MTS (Non Technical) cadres. As per the existing MACP rules, the periodicity is for 10 years.  Any reduction of periodicity for MTS (Non Technical) cadres will have implications for other cadres. However, it is a fact that there are no promotional opportunities for promotion to MTS (Non Technical) cadre resulting in frustration and unhappiness among the cadre. Hence this committee is of the view that better promotional avenues should be made available for MTS (Non Technical) cadre. 

The Department has already constituted a Cadre Restructuring Committee for Group C and MTS under the Chairmanship of DDG (P). Hence this Committee did not examine the issues at length. 

MTS non technical may be allowed to appear for the recruitment of PA, Driver and Artisan posts under DP quota. All the above issues and grievances raised by the staff side may be forwarded by MV Section of Postal Directorate to the CRC for further examination.
2.                 Dispatch Riders

Twenty six (26) Dispatch Riders posts are available across the country (20 posts in MMS Delhi and 6 Posts in MMS Nagpur).
1.                  Duties and responsibilities

All duties assigned to Drivers, are also performed by Dispatch Riders. They are expected to properly take out or receive mails/postal articles from street or office letter boxes and arrange for their despatch to the post office or mail office or mail business centre. The Dispatch Riders utilize three wheelers/ motor cycle or other suitable LMVs for this purpose.

To take over keys for opening/closing of LBs in the LB beats from Traffic Section, MMS before departing on schedule and return them to the same section after despatch of LB clearances.

Any other duty assigned by Manager MMS or superior authority.
2.                  Issues and grievances:
The All India RMS & MMS Employees Union Group C, affiliated with NFPE and National Union of RMS & MMS Employees Group C, affiliated with FNPO requested for merger of Dispatch Rider Cadre with the cadre of MMS Drivers. 
3.                  Discussion

The duties of Dispatch riders are similar to the drivers of 4-wheeler except that they also drive three wheeler vehicles. Since most of the three wheeler vehicles have been replaced with four wheels, they have been entrusted the duties to drive the four wheeler vehicles for conveyance of mail.
4.                  Recommendations

The Committee recommends merger of Dispatch Riders cadre with the Driver cadre. There is no additional expenditure involved in such merger.
3.                 Drivers

One thousand, five hundred and seventy three (1573) operative MMS Driver posts are available across the country.

Drivers are backbone of MMS organization and they constitute about 50% of total staff of MMS. Their duties are hazardous and tough compared to staff car drivers since apart from driving the vehicles; they have to receive and deliver the mail bags to Post offices, to the customer/ Public.
1.                  Duties and Responsibilities:

They have entrusted following duties:
                               i.            Taking the log sheet under signature duly filling up name of driver, vehicle number, and kilometre reading, and departure time, name of schedule, date etc. and signing the register.
                             ii.            Checking the allotted vehicle before leaving on schedule on the following aspects:
a.      Check the water level in radiator, air pressure in tyres and engine oil level, oil and water leakages if any and cleanliness.
b.     Check and ensure about the availability of spare wheel, jack, and essential tools, doors and door locks in working condition etc.
c.      Check diesel/petrol position in the tank. Ensure topping up of fuel, if necessary.
d.     Defects/deficiencies in the vehicles noticed/experienced if any with regards to the above or other aspects should be reported to workshop immediately and got rectified before leaving garage/premises.
                          iii.            Obtaining of actual arrival/departure time and signature of mail exchange clerk of the concerned PO/RMS/Transit office/Stage on the log sheet on every stage with the help of mail peon/mail guard/mail clerk provided with the schedule. Also obtaining the remarks for delay/detention etc. at any stage.
                           iv.            Following the prescribed path as per schedule and showing the log sheet to inspecting officers if desired/asked for.
                             v.            During the schedule period, attending of immediate nature of breakdown or work such as filling of water in radiator, change of puncture tyre etc.
                           vi.            On completion of schedules, park the vehicle on the platform for its tank dip reading and filling of diesel /petrol required and parking the vehicle on prescribed place.
                        vii.            During the schedule run if any break down occurs, as far as possible take the vehicle to the nearest Post office/RMS/Police Station or any place where the vehicle can be kept safely. After that intimate details of breakdown and place to MMS traffic control room so that mechanical staff can be deputed to attend the breakdown. Note down the place of breakdown in the log sheet. Also note down the time, nature, name of the person who attended breakdown and time of getting the same or another vehicle for operating remainingpart of schedule. It is very specifically mentioned here that the driver will not leave the vehicle in unsafe condition. Otherwise, for the entire losses he will be held responsible.
                      viii.            Signing the petrol/diesel issue register.
                           ix.            Noting of defects of vehicle in the defect register which were observed by the driver during the run of the vehicles.
                             x.            Returning of log sheet duly signed and filled in all the columns and signing the gate register.
                           xi.            Performing of any duty other than usual turn duty. Also OT duty of ordered in the interest of service.
                        xii.            On the way if any accident occurs, it should be immediately intimated and a report to the nearest Police station should be lodged with details. After that full details of the accident with reason should be intimated to the traffic control room/Assistant Manager for further action.
2.                  Issues/Grievances

The following issues/ grievance and suggestions were received by the Committee by various Unions/ Associations and individuals. In their representations they referred to the degree of risk involved in driving the vehicles, continuous driving and handling the vehicle for over eight hours, hard nature of duties and importance of job. Only 5% of posts are earmarked for Special grade drivers in the PB-2 with GP 4200. Staff side members emphasised the need to improve the percentage of posts earmarked for different grades in the cadre.

                              a.            Enhance the education qualifications for recruitment of Drivers.  
                             b.            Enhance and rationalize the existing promotional avenues to address the grievance about stagnation in lower cadre.
                              c.            MMS Drivers should be treated as unique cadre exclusive to DOP and not brought under common cadre of drivers to include Lok Sabha / Rajya Sabha Drivers, other Central Government s and staff car drivers.
                             d.            Special allowance may be granted for MMS Drivers performing specific duties including Logistic Post, Speed Post (where driver takes care of mail exchange - loading & unloading) and EPP. Split Duty allowance may be granted.
                              e.            Drivers may be granted Rs.2400/- GP at entry level. Otherwise MMS drivers should be treated on par with Postmen and Mail Guards
                               f.            To fill all the vacant posts of Drivers. 
                             ii.            Suggestions from Others :
a.      Increase the educational Qualifications of the Postal MMS Drivers.
b.     Relax norms for Granting Split duty allowance to drivers.
c.      Grant of increments to the Drivers performing Mail exchange duty.
d.     All the vacant posts should be filled up to avoid OTA and accidents and revision of OTA
e.      Grant of equal pay to the MMS Drivers on par with Lok Sabha and Rajya Sabha Drivers.
f.       The Driver should be brought under Technical Cadre.
g.     Grant of Risk allowance, Washing allowance, Valuable handling allowance, steering allowance, Breakdown allowance, special pay or six increments for driving Bus or Lorry to Drivers.
h.     Regularization of past service rendered as casual labour.
i.       Up gradation of Pay Scale of Driver in PB-II from GP. Rs.1900/- to Rs.2400/-. Grant of Pay to the Postal Drivers on par with Lok Sabha and Rajya Sabha Drivers
j.       Promotions should be given without changing the present avenues. Drivers should be given 25%-40%-25%-10% Grade III, II, I and Special Grade Promotions
k.     Creation of Supervisory Posts in Driver cadre equal to Technical Supervisor available in Artisan Cadre.
3.                  Discussion:

The Committee examined the above issues and grievances relating to the Driver cadre. All genuine issues which are within the scope of the Committee were considered.

A cursory view of the duties of Drivers of MMS shows that their duties and responsibilities are tough and hard compared to Staff car drivers. Drivers also undertake additional duties other than driving of vehicles assigned to them, like mail exchange, long distance driving on Logistic Post routes, etc. However, Drivers are not being granted any special allowance or incentive for this.

Further, there is merit in the argument that MMS Drivers should not be brought under common cadre considering the fact that in other s the nature of work of the Driver is entirely different from that of MMS Drivers. MMS Driver drives on an average 100 kilometres per day carrying heavy load of mails in busy traffic throughout his working hours. The Staff Car Drivers of other Central Govt. s drive the vehicles only for two to three hours or so, whereas the MMS Drivers have to drive vehicles seven and half hours per day. In major cities and towns, Drivers have to complete their schedule duty by driving at least 10 to 11 hours due to various reasons like traffic congestion, detention etc. With the introduction of Logistic service, Drivers are required to undertake long distance driving.

The Scale of Pay of MMS Drivers was on par with the LDC of other Central Government s up to IV Pay Commission. In V Pay Commission, it was equated with the Scale of Pay of Postman/Mail Guard. This has lead to a strong grievance among the Drivers cadre. Further, VI CPC has compounded the grievance by placing the Drivers in the lower GP than that of the GP of Postman/Mail Guard. This has resulted in some of the Drivers approaching the Central Administrative Tribunal and the High Court.

The existing promotional avenues for MMS Drivers provides for a ratio of 30: 30: 35: 5 for Grade III, II, I and Special Grade. Earmarking of only 5% of posts for Special Grade is resulting in a large majority of Drivers retiring without attaining eligibility of higher GP i.e. Rs.4200/- in PB-II. There is a need to address the grievance among the Drivers cadre emerging out of this by rationalizing and changing the existing ratios for promotion of different Grades within the Cadres. The Committee sees scope for improving the existing percentage of Promotions in different Grades in order to keep parity in promotions with Artisans and also to maintain a balanced promotional policy between these two Cadres.

The enhancement of GP of the Drivers on par with PA/PM/ MG and the revision of rates of OTA does not come under the purview of the Committee. Hence they were not examined.

Currently, the Drivers are eligible for split duty and travelling allowance.  No other special allowances are being granted to them.  The request made by other individual and unrecognized Associations for grant of Risk allowance, Washing allowance, Valuable handling allowance, steering allowance, Breakdown allowance, special pay or six increments for driving Bus or Lorry to Drivers, are beyond the scope of the Committee. Hence the merit of these suggestions was not examined by the Committee. For the same reason the suggestions listed at serial 3.2.3.2 (ii). f, j, k, l and m were not examined by the Committee. 

The Committee is of the view that the educational qualifications of the Drivers need to be enhanced besides providing better promotional avenues in the cadre based on the promotional avenues in other Central Govt. Departments and also of feeder cadres in the Department.
4.                  Recommendations:

After a thorough examination of various issues and grievances, the Committee makes the following recommendations relating to recruitment, promotion and allowances.
       i.            Specific recommendations relating to recruitment for  and DR quota etc. are noted in the Table below –

The ratio for promotion may be changed to 30:30:25:15 for Grade III, II, I and Special Grade. The financial burden that may arise out of this rationalization may be offset by enhancing the working hours of the Drivers from the current 7 hours and 30 minutes to 8 hours.

The existing eligibility conditions as listed below may be continued for providing inter-grade promotions in the Drivers’ cadre.
  • Driver in Grade-III should have completed 9 years of regular service in Ordinary Grade to get the eligibility for Grade-II.
  • Driver in Grade-II should have completed 6 years of regular service in Grade-II or a combined service of 15 years in Grade II or Ordinary Grade put together to get the eligibility for Grade-I.
  • Driver in Grade-I should have completed 3 years of Service in Grade-I to get the eligibility for Special Grade.
The method of Promotion to Grade-II and Grade-I will be by promotion on Non-Selection (Seniority -cum-fitness) basis and will be further subject to passing of a Trade Test of appropriate Standard and to Special Grade will be on the basis of Seniority-cum- fitness.
   iv.            Considering the hard nature of their duties the Committee recommends granting of special monetary incentive to MMS Drivers performing duties relating to Logistic Post and EPP on similar lines as in Speed Post (where driver takes care of mail exchange - loading & unloading).
     v.            The drivers of Mail Motor Service are operative one entrusted with the tough, hard duties as compared to Staff car drivers; they need more attention particularly at the stage of their superannuation retirement. There are total 1573 operative drivers’ posts. It is proposed to create 1% of total posts of operative drivers i.e. total 16 no additional post of “Traffic controller “in all MMS units having fleet of more than 20 vehicles in PB-2 with GP of Rs. 4200/- + special allowance of Rs.1000/month. The method of Promotion to the post of ‘Traffic controller’ will be by promotion on (Seniority-cum-fitness basis amongst available Special Grade driver.)

4.                 Postal Assistant

Two hundred and fifty (250) PAs posts approximately are available in MMS across the country. Revised procedure, Scheme and syllabus for filling up of the Post of Postal Assistants in MMS is circulated vide Directorate letter no. 60-9/2009-SPB-I Dated 8th May 2012. Recruitment is done as per the procedure explained in the above said circular.
1.                  Duties & Responsibilities
       i.            Administrative duties: All the administration related files are scrutinized in this section and will be submitted to the Manager for approval and sanctions on priority basis. All the disciplinary, promotion, legal, recruitment cases and roster maintenance is being dealt in this section. Monthly regular statements on various subjects, important events, correspondence with CO relating to Parliament questions and other statements, disposal of leave applications of staff of MMS  and disposal of RTI applications is being dealt with this section.
     ii.            Maintenance of Service books, Monthly accounts return, Scrutinizing Medical bills for sanctioning and advances, preparation of Pension papers for onward submission to Director of Accounts, Pay bills preparation, and Processing Vehicle maintenance and repair bills etc.
  iii.            All matters related to procurement of Spare parts, Tyres /Tubes as per the procedure laid down in the Revised Account Procedure (RAP) and floating tenders for procurement and disposals etc, updating the records like Purchase diary, Issue Register and Stock Register etc.
   iv.            Preparation of bills related to procurement of spares, repairs, Engine oils/lubricants etc for vehicles maintenance.
     v.            Responsible for disposal of unserviceable stores/condemned vehicles by floating tenders.
   vi.            Processing of bills relating to work-shop, maintenance of work-shop etc.
2.                  Issues & grievances
       i.            All India RMS & MMS Employees Union Group C, affiliated with NFPE and National Union of RMS & MMS Employees Group C, affiliated with FNPO
                              a.            The MMS PAs should be allowed to appear for all recruitment examinations which are eligible in PA cadre in Post Offices.
                             b.            The periodicity of MACP may be reduced to eight years.
                              c.            HSG-I and HSG-II posts may be created for enhancing promotional avenues
                             ii.            Others - Under fast track promotion they may be given time bound promotions. After attaining 8 years Service they may be upgraded to GP Rs.2800/- in PB-1. After attaining 15 years of Service they may be upgraded to GP Rs.4200/- in PB-2. After attaining 18 years of Service they may be upgraded to GP Rs.4600/-.
3.                  Discussions

Currently the PAs of MMS are covered by MACP Scheme under which only financial up-gradations are given. There are no promotional avenues to this cadre except appearing for Assistant Manager Exam. Only a limited number of Assistant Manager Posts are available in MMS Units across the country, for the PAs to aspire for and get promoted to. As they are entering in the feeder cadre along with Postal Assistants in PO’S, SBCO, CO/RO, RLO, RMS and Foreign Post Organization with same procedure syllabus and Scheme, they may be treated on par with others and for all promotions in different cadres they may be made eligible to participate in the competitive examinations and vice versa. This will open promotional avenues to them.

The suggestion for giving fast track promotion and upgrading to GP Rs.2800/- in PB-1, after attaining 8 years  of  Service, to GP Rs.4200/- in PB-2,  after attaining 15 years of Service and to GP Rs.4600/- after attaining 18 years of service, to PAs was discussed at length by the Committee. There are no existing recruitment rules for fast track promotions for PAs in the Department.

While retaining the present prescribed recruitment rules Prescribed by Directorate of this Cadre, the committee recommends the following promotional Avenue to this Cadre.
4.                  Recommendations
       i.            The Committee recommends forwarding the request for giving fast track promotion and upgrading to higher GP for MMS PAs to the Cadre Restructuring Committee of Directorate by the MV Section. The issue of creation of HSG-I and HSG-II posts may also be forwarded to the CRC.
     ii.            The Committee strongly recommends that the MMS PAs should be allowed to appear for eligible for IPO and PSS Group B.

5.                 Store Officers

Four (4) posts of Store Officer are available in MMS units, in the metro cities, including Delhi, Mumbai, Kolkata and Chennai. Inspector and Head Clerk/Postal Assistant having three years experience in dealing with procurement of spare parts of various types of vehicles, stocking, issue and disposal are eligible for recruitment as Store Officers. Store Officer post is a tenure post for three years and is responsible for accounting of store related records.
Technical Supervisor of MMS is also included as feeder cadre for filling up the post of Store officer vide Directorate Letter amendment No. 6-1/87-SPN dtd. 10-12-1987. After VI CPC, the GP for the Store Officer’s and Technical Supervisor’s posts has become identical. Hence, the Technical Supervisor is not eligible for promotion to the post of Store Officer. However, the eligibility of PA as a feeder cadre continues.

1.                  Duties/ Responsibilities

The duties assigned to the store officer are:

                               i.            He shall be overall in-charge of the Store.
                             ii.            He will see that all the spares required for day to day functioning of the workshop are available in the store.
                          iii.            He will see that the proper procedure as per laid down instructions in the Accounting procedure are scrupulously followed by the officials working in the store.
                           iv.            He will see that the minimum stock of all the required spares is maintained within the prescribed financial limits.
                             v.            He will see that the proper procedures of procurement are followed.
                           vi.            He will see that the maximum / minimum limits required based on the past experience are laid down by the Technical Supervisor orSenior Manager from time to time.
                        vii.            He will get certified that unserviceability of the spares from the TS/Sr. manager on day to day basis.
                      viii.            He will properly stock and dispose of the unserviceable items.
                           ix.            He will try to get the work without spares repaired/ reconditioned/ retrieved from the workshop as the case may be.
                             x.            He will maintain the proper accounting of the unserviceable repaired/ reconditioned/ retrieved and assemblies.
                           xi.            He will get the assistance/advice from the TS/Sr. Manager from time to time as and when required.
                        xii.            He will be responsible for maintaining the proper records for the plant, machinery and equipments etc.
                      xiii.            He will be responsible for proper procurement, accounting of oil and lubricants and disposal of waste oil/lubricants.
2.                  Issues/Grievances

No specific issues or grievances were raised about this cadre by the All India RMS & MMS Employees Union Group C, affiliated with NFPE and National Union of RMS & MMS Employees Group C, affiliated with FNPO, as the Store Officer is a tenure based post. There were no suggestions received from other unrecognized Service Unions and Associations.
3.                  Discussions:

Currently the recruitment rules do not define the educational qualifications and age conditions for Store Officer Post.

After the VI CPC, the GP of Inspector (MM) and Head Clerk have become identical to that of Store Officer, i.e. Rs.4200/-. IMM post is merged with Assistant Manger vide Directorate letter no.1-11/2005-PCC dated 05/05/2005 and placed in PB-2 with GP 4200/-. Hence the Store Officer post is no longer attractive to IMM or Head Clerk. 
4.                  Recommendations:

In view of the discussion above, the Committee recommends that:
       i.            The feeder cadre to the Store Officer should be limited to Postal Assistants having GP of Rs.2800/- on selection basis with six years experience in store keeping in MMS.
     ii.            Modifications to the recruitment of Store Officer are recommended as given in Table below:

By Seniority cum fitness from Inspectors/Head Clerk of MMS having not less than 3 years in the Grade.
Permanent employees of MMS in the Pay Band `5200-20200 GP `2800 having rendered six years regular service in the grade as on 1st July on the year in which recruitment is made.  Preference will be given to those officials who have experience for atleast five years in Store keeping, in identifying the automobile spares for various types, makes and knowledge of procedure for procurement of spare partsthrough DGS&D on Rate Contract and locally after observing formal procedure.
By promotion, transfer on deputation(period on deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization /  of Central Govt. shall ordinarily not exceed three years).
6.                 Assistant Managers

As per existing Recruitment Rules the Assistant Managers are recruited with a ratio of 33.33% under DR quota and 66.67% under DP Quota. The feeder cadre of Inspector of MMS and Assistant Manager are merged vide directorate letter no.1-11/2005-PCC dated 05/05/2005 and placed in PB-2 with GP 4600/-. In this cadre, there is limited scope for only one promotion to the cadre of Deputy Manager with GP of Rs.4800/-. Only four (4) posts of Deputy Managers are available in the four metro cities of Delhi, Mumbai, Chennai and Kolkata. They are eligible for MACP.
They are recruited after qualifying in competitive examination.
1.                  Duties/ Responsibilities

The duties assigned to the Assistant Managers are furnished below:
                               i.            He will function as Depot In charge (Workshop and Traffic section)
     ii.            He should see correct preparation of schedules and should ensure that the schedules prescribed are maintained.
  iii.            He will be responsible for the drafting of drivers to various vehicles and duty shifts and also ensuring their rotation periodical so as to equate their duty condition in toto.
   iv.            He should ensure punctuality attendance of staff in the traffic section and see that drivers and dispatch riders are dressed with proper uniform. For this purpose he should carry out kit inspection.
     v.            He should check day to day working of schedules to find out cause of delay to minimize the misconnection of mails see that drivers do not deviate from their prescribed schedule trip and route.
   vi.            He should maintain liaison with RTA and ensure timely revision of fitness certificate of all MMS mail vans.
vii.            He will conduct enquiries into loss fraud, accident of vehicle and should ensure that enquiries of all such cases are promptly disposed off and finalize without delay.
viii.            He should ensure that all cases emanating from circle office or referred to circle office by the traffic section or received from other units are properly dealt with and disposed of under his signature. The cases in which decision of Sr.Manager or cases need to be brought to the notice of the Sr. Manager will continue to be submitted to the Sr. manager.
   ix.            He will check the time bill and other records and see that check is exercised over the examination of all such records by all concerned. He should take action against all drivers for excess mileage covered than the prescribed schedule mileage for missing trips or excess time taken against prescribed schedule.
     x.            He will draw a service schedule of all the vehicles with assistance of Technical supervisor.
   xi.            He will grant casual leave to the staff attached to the traffic section.
xii.            He should see that all statements are prepared by traffic section properly and suggest ways and means to bring improvement.
xiii.            He will ensure timely procurement of P.O.L. from IOC and to achieve this he should see that indents are correctly prepared and submitted regularly by traffic section.
xiv.            He will responsible for security arrangements for the entire office and particularly petrol pump, vehicles, fire fighting equipments etc.
 xv.            He will responsible for maintaining of discipline in the traffic office, premises are kept neat and clean condition.
xvi.            Any other duty assigned by the Sr. Manager from time to time in the interest of service.
2.                   Issues/Grievances
       i.            All India RMS & MMS Employees Union Group C, affiliated with NFPE and National Union of RMS & MMS Employees Group C, affiliated with FNPO
                              a.            The Committee may discuss the memorandum submitted by the Asst. Manager of Mumbai MMS as it is reasonable.

a.      Fixation of pay as per the 1.89 formula with reference to fitment table (S-13) notified by the Department of expenditure.
b.     Enhancement of pay of Deputy Manager from Rs.4800 to Rs.5400/-.
c.      Comparison of Grant of GPs of two different cadres i.e. Postal Assistants and Assistant Managers.
d.     Creation of Post of Manager from Asst Manager Cadre as Promotional post.
e.      Conferring the status on par with Asst. Supdt of Post Offices/RMS etc.
f.       Training programme for Dy. Manager MMS and Asst. Manager MMS for efficiency.

j.       If compared similar cadre in postal side Inspectors promotional avenues to the cadre of Asst. Manager is bleak. In the entire career Asst. Managers can get GP of Rs.4800 only where as postal Inspectors can go upto a GP of Rs.6600/- in PB-III.
k.     Assistant Managers may be allowed to write PSS Group-’B’ examination like IPO and ASPO’S.
3.                   Discussions

Staff side members compared this cadre with similar cadre of Inspectors of Post and Inspector of RMS. Whereas for Inspectors in Postal side enjoy good promotional avenues and can become IPS officers with all the resultant eligibilities. Representations also received from this cadre to consider their grievances and they have compared their promotional avenues with similar cadre in postal side.

The Assistant Manager, MMS is second level supervisory cadre and exercise important duties i.e. control over operation of schedules, investigation of the cases related with staff of MMS, dealing with court cases CAT cases, High Court cases etc. However, they are a de-motivated cadre due to several reasons, including, poor career prospects, bleak promotional compared to similar Cadre of ASPOs of Postal and RMS
4.                  Recommendations


RECOMMENDATIONS OF THE COMMITTEE IN CASE OF RECRUITMENT:

Eligibility Criteria for Promotions

                               i.            Skilled Artisan Grade – III should have completed minimum 9 years of regular Service in the Ordinary grade to get the eligibility for Skilled Artisan Grade-II.

                             ii.            Skilled Artisan Grade-II should have completed minimum 6 years of regular Service in the Grade II or a combined service of 15 years in Grade II and ordinary grade put together to get the eligibility for Skilled Artisan Grade-I.

                          iii.            Skilled Artisan Grade-I should have completed minimum 3 years of regular Service to get the eligibility for Master Craftsman or 20 years regular service in ordinary grade.

                           iv.            Promotions for Grade-III, II and  I will be on the basis of prescribed test and for Master Craftsman on the basis of Seniority cum fitness.

Artisans may be allowed to appear for PA/SA examination subject to fulfilment of eligible criteria as per Recruitment rule

The Committee also recommends amendment to the existing Recruitment rules for Artisans in line with the above recommendations.

The Committee recommends surrender of 39 Charge-Hand posts in lieu of creating some Technical Supervisor posts in the MMS Units. The basis for creation of the Technical Supervisor post is one Technical Supervisor for every 15-30 Vehicles in the Unit in accordance with the Directorate letter no 50-10/82-PE.I dtd 19-08-1985. The creation of Technical Supervisor Posts is further subject to matching savings through surrendered Charge Hand posts.

In view of the recommendations of Committee on promotional avenues in the cadre of Artisans the additional expenditure involved to revise existing percentage proposed by the Committee works out to Rs.48,14,220/-. This is neutralized by surrendering Seventy Six (76) of the 474 Artisans posts and managing the Work-shops with the remaining 398 posts. Alternately the scope of matching savings through surrendering of other Cadres may be examined at appropriate time.

5.                 Technical Postal Assistants (TPA) :

Committee recommends merging TPA posts in PA Cadre of MMS.

2.               Consolidated Recommendations relating to Non Technical Cadres

4.2.1 MTS (Non-Technical):

MTS non technical may be allowed to appear for the recruitment of PA, Driver and Artisan posts under DP quota. All the above issues and grievances raised by the staff side may be forwarded by MV Section of Postal Directorate to the CRC for further examination.

4.2.2    Dispatch Riders:

The Committee recommends merger of Dispatch Riders cadre with the Driver cadre. There is no additional expenditure involved in such merger.

4.2.3   Drivers:
After a thorough examination of various issues and grievances, the Committee makes the following recommendations relating to recruitment, promotion and allowances.

The ratio for promotion may be changed to 30:30:25:15 for Grade III, II, I and Special Grade. The financial burden that may arise out of this rationalization may be offset by enhancing the working hours of the Drivers from the current 7 hours and 30 minutes to 8 hours.

The existing eligibility conditions as listed below may be continued for providing inter-grade promotions in the Drivers’ cadre.
  • Driver in Grade-III should have completed 9 years of regular service in Ordinary Grade to get the eligibility for Grade-II.
  • Driver in Grade-II should have completed 6 years of regular service in Grade-II or a combined service of 15 years in Grade II or Ordinary Grade put together to get the eligibility for Grade-I.
  • Driver in Grade-I should have completed 3 years of Service in Grade-I to get the eligibility for Special Grade.
The method of Promotion to Grade-II and Grade-I will be by promotion on Non-Selection (Seniority -cum-fitness) basis and will be further subject to passing of a Trade Test of appropriate Standard and to Special Grade will be on the basis of Seniority-cum- fitness.
   ix.            Considering the hard nature of their duties the Committee recommends granting of special monetary incentive to MMS Drivers performing duties relating to Logistic Post and EPP on similar lines as in Speed Post (where driver takes care of mail exchange - loading & unloading).
     x.            The drivers of Mail Motor Service are operative one entrusted with the tough, hard duties as compared to Staff car drivers; they need more attention particularly at the stage of their superannuation retirement. There are total 1573 operative drivers’ posts. It is proposed to create 1% of total posts of operative drivers i.e. total 16 no additional post of “Traffic controller “in all MMS units having fleet of more than 20 vehicles in PB-2 with GP of Rs. 4200/- + special allowance of Rs.1000/month. The method of Promotion to the post of ‘Traffic controller’ will be by promotion on (Seniority-cum-fitness basis amongst available Special Grade driver.)
4.                 Postal Assistants in Mail Motor Services:

                               i.            The Committee recommends forwarding the request for giving fast track promotion and upgrading to higher GP for MMS PAs to the Cadre Restructuring Committee of Directorate by the MV Section. The issue of creation of HSG-I and HSG-II posts may also beforwarded to the CRC.
     ii.            The Committee strongly recommends that the MMS PAs should be allowed to appear for eligible for IPO and PSS Group B.

Permanent employees of MMS in the Pay Band `5200-20200 GP `2800 having rendered six years regular service in the grade as on 1st July on the year in which recruitment is made.  Preference will be given to those officials who have experience for at least five years in Store keeping, in identifying the automobile spares for various types, makes and knowledge of procedure for procurement of spare partsthrough DGS&D on Rate Contract and locally after observing formal procedure.
By promotion, transfer on deputation(period on deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization /  of Central Govt. shall ordinarily not exceed three years).

3.               Other related Recommendations:

The Committee suggested that the structures of promotions to all cadres should be made effective from 01.01.2006 as in the case of Ministries/Departments of Railways and Defence.

Public mail is contributing about 40% revenue for the Department. To sustain its position as the largest postal network in the world touching lives of every citizen in the country, it is necessary to strengthen MMS for future growth of mail and logistics to provide mail, parcel, logistics post with speed and reliability.

Mail movement in the many cities of the country suffers heavily due to poor connectivity and unreliable out source transport system. There are serious constraints in terms of transport in the many regions. Because of transport bottleneck, mail transmission (collection and delivery) has always concern; speed, punctuality, and reliability are solely dependent on the means of transport.

The mail volumes in the Department are stagnating or going down; efforts are on to take a multi pronged action to revive mail business. One of the main activities in this regard is ensuring reliability in the mail services. The major weakness in this regards is the unreliable transport system, which suffers from the fact that the transmission vehicles (Buses, Train and passenger aircraft) move according to the convenience of passengers and not to the requirement of expeditious transmission of mails.

To provide basic facilities i.e. collection and delivery of mails within easy reach (1.5 Kms.) of all people and business, it is necessary to increase growth in traffic of mail volume and logistics. The major source of revenue in the coming years are expected from parcels and logistics posts. To achieve future growth of mail and logistic, it is necessary for the Department to develop its own transport network, apart from out sourcing where it is financially viable. It is therefore necessary to strengthen the Departmental MMS units by cadre re-structuring of staff of MMS.
