Charter of Demands


I.
The pay of staff car Driver, MMS Driver, Despatch  rider, driver  in Postal Department in to be stepped   by to Rs.4000-100-6000 from 1.1.1996  at par with  drivers in Lok sabha parliament.

II.
The post of DMMS mail van driver, Despatch rider driver with  no mail peon is to upgraded to the post Driver –cum-Mail guard and the pay  to be fixed at  5000-150-8000 from 1.1.96 as same as for Artist cum Photographers as perV C.P.C. Paragraph No. of report 63.293.
(In 3rd CPC Chapter No: 23 , Para No: 133
 Mail Guards and Head Mail Guards.- The Mail Guards and Head Mail Guards are employed in the RMS Transit sections and Mail Offices for work connected with the receipt, custody and despatch of the closed mails. The duties of Head Mail Guards are, more or less, the same as those of mails guards, the only difference being that Mail Guards carry 50 to 250 bags in transmit sections, while Head Mail Guard carry more than 250 bags.)


III)
The Pay of artisans in MMS Units under Dept. of Posts to be stepped up by to Rs. 4000-100-6000 from 1.1.1996 (High court judgement).
The pay of skilled Electrician, Blacksmith, Carpenter, copper smith, Painter, Tyre man, upholsterers and welders in MMS units should be stepped up by to Rs. 4000-100-6000 from 1.1.1996.

IV)
Charge hands in MMS units should be granted the scale of pay Rs. 5000-150-8000 from 1.1.1996 (Equal to Railway Chargeman)

V)
The  existing  WOTA (15:85) is based on 4th pay commission.  Hence WOTA  is to be given thrice  the existing WOTA with effect from 1.1.96. (Railway and Defence revised to 5th and 6th CPC , As per Railway stop car drivers they are enjoying higher benefits of OTA and running allowance and night duty allowance should be paid MMS drivers on par with them.)

VI)
Cash bag risk allowance shall be paid to driver  as Treasury cash risk allowance is given to postal employees.

VII)
All the vehicles of postal department are to be insured. (The postal Department is recovering insurance premium from the drivers wages for all the wagons attached as accidental. A demand is put forth to stop such deductions henceforth.)

VIII)
As recommende by 5th CPC Para No: 55.56 ACP scheme is to be implemented to drivers from 1.8.1999 (Reference DOPT Letter No: 22034/2/95 Estt(D) dt  7.9.2000 and PC cell letter no: 1-6/2002/PCC dated 7.2.2002)

IX)
To avoid risks of accidents, and unto wand  incidents all the posts of driver part are to  be  filled.  This could  ease the stress and mental fatigue  of enhanced  double duty drivers.

X)
The essential qualification for a driver is to be an SSLC/HSC/
(in 3rd CPC Chapter:46 Para no: 31 and 4th CPC  Para no: 8.23 the scale of pay Rs.260-400 is applicable to posts like LDC, typist, Cabinman grade I and pointsman grade ‘A’ in the railways, storekeeper in the Defence Ministry and staff car driver. In Many cases, the appointment at this level is by direct recruitment with matriculation as the prescribed qualification. This scale is also presently applicable to skilled workers in the workshops. There is direct recruitment to posts in this scale from amongst those having necessary trade certificate, and promotion from the scale of Rs.210-290.

All the vacancies arise in MMS should be fulfilled.

Attention is invited to CAT order (New Delhi CAT judgement order no:OA2957/91 and OA no: 2529/96) the grade was introduced to the drivers during the period 1.8.93 and 8.11.96. Grade II-I and special grade order by the department vide order to be implemented with retrospective effect , with increase ranking from  grade II–I  and special grade. This should be paid.

(In 3rd CPC Chapter no: 46 Para no: 40 In the chapter dealing with the category of post in the central departments we have suggested for the first three supervisory level for the scale of RS.380-560, Rs.425-700 and Rs.550-750. For post in the UTs, we find that it would be sufficient generally to use this three scales it might, however, be necessary also to allow a few other scales of pay Rs.425-640, rs.470-750, or Rs.550-900, considering the small number of such post and the much smaller scale of operations of most of the workshops in the UTs as compared to the workshops in such departments as railways , P&T and Defence. In broad terms, the following revised scale of pay should be allowed for this post in the UTs.)

Revised ratio to skilled artisans and chargehand in par with railway departments.
